About this file
This is an Amendment to a Solicitation (Amendment Number 040ADV-25-R-0038-C0002) issued by the Government Publishing Office (GPO) for a procurement of TWIC PIN mailers. The amendment, effective January 28, 2026, modifies the original solicitation 040ADV-25-R-0038 dated December 22, 2025, and does not extend the proposal submission deadline.
The amendment makes three primary changes: (1) removes the requirement for System for Award Management (SAM) registration at proposal submission, moving the requirement to time of award; (2) eliminates Subsection H.7 regarding consent to subcontracts and removes related contract clauses 52.209-6, 52.244-2, 52.244-5, and 52.244-6, clarifying that subcontracting is not allowed; and (3) removes parts 6, 7, and 8 from Section L.7 pertaining to subcontractor consent and letters of commitment. The amendment includes responses to 36 vendor questions addressing technical specifications, delivery requirements, pricing structure, and evaluation criteria. Key details from the Q&A clarify that the maximum annual order quantity is 600,000 TWIC PIN mailers for two delivery locations (Stennis, MS and Washington, DC) with anticipated delivery of approximately 100,000 units every two months beginning February 2026; pricing should be all-inclusive per unit; economic price adjustments are permitted per MMAR Clause 52.216-2; subcontracting is not permitted; and the anticipated contract award date is mid-February 2026. The contracting officer is Nataliya A. Holl at GPO, 732 North Capitol Street NW, Washington, DC 20401.
