Shelf 8 requires 20 five-beam bays (18 by 48 inches, 8 feet tall) plus 2 five-beam bays (18 by 36 inches, 8 feet tall). Award uses Lowest Price Technically Acceptable methodology. Technical Capability, Management Plan, Key Personnel, and Past Performance receive Acceptable or Unacceptable ratings, and price is evaluated only for technically acceptable proposals.
