About this opportunity
The Federal Aviation Administration is soliciting proposals for the refurbishment of the parking lot at the Gainesville Air Traffic Control Tower (GNV ATCT) in Gainesville, Florida. The scope of work includes milling and resurfacing existing asphalt, extending the parking area, installing geotextile fabric and stone, replacing concrete sidewalks and wheel stops, installing new bollards, and replacing the automatic gate operator with a HySecurity SlideDriver 30F unit. This is a firm fixed-price contract designated as a Total Small Business set-aside, with the NAICS code 238990 (All Other Specialty Trade Contractors) and a small business size standard of $19 million in annual receipts. The contract will be awarded to the lowest price, technically acceptable, responsible offeror based on adequate price competition. Contractors must submit two Organizational Experience Questionnaires documenting similar projects valued at $150,000 or more completed within the last three years, along with a 20 percent proposal guarantee and 100 percent performance and payment bonds due within 15 days of award. The proposal deadline is March 13, 2026 at 3:00 p.m. Central Time, with written questions due no later than 3:00 p.m. Central Daylight Time seven days before closing. A mandatory site visit was held on January 7, 2026, and contractors must be registered in the System for Award Management (SAM) on the proposal submission date.
The contract is a Total Small Business set-aside with no identified incumbent contractors. The estimated contract value ranges between $250,000 and $500,000, with a 60-calendar-day performance period following receipt of the Notice to Proceed after contract award. The contractor must maintain facility operations during construction and complete all work while adhering to FAA Operational Risk Management requirements and OSHA safety regulations. The project is located at 3420 NE 39th Ave, Gainesville, FL 32609, at Gainesville Regional Airport. A one-year warranty on all materials and workmanship is required from the date of final project acceptance, and the contractor must submit a detailed project schedule and phasing plan within 15 days of award. FAA maintenance moratoriums will apply during Thanksgiving and Christmas/New Year periods, with specific holiday dates to be provided upon contract award.
