About this file

This is a Questions and Answers document for FAA solicitation 6973GH-26-R-00043, GNV ATCT Parking Lot Refurbishment. The document clarifies scope and requirements for bidders in response to 39 questions submitted during the pre-bid period.

Key scope clarifications include: no survey information or record drawings will be provided; bidders must establish all pavement quantities from the Statement of Work; the existing parking lot is approximately 5,100 square feet, with approximately 13 parking spaces requiring resurfacing; milling will require removal of a minimum 2 inches of existing asphalt followed by new bituminous intermediate and surface courses, plus a new asphalt extension with 4-inch base, 1.5-inch intermediate, and 1.5-inch surface layers with 3-inch thickened edges; concrete hardscapes must be pressure washed; and the prime contractor must perform at least 15 percent of total contract value with its own organization, though specialty work may be subcontracted. Regarding site access and personnel: all contractor personnel require REAL ID or US Passport; FAA escorts will be required onsite during contractor work; no badging or background checks are required; and there is no limit on contractor personnel on site, though contractor parking must be coordinated with FAA personnel. Gate operator replacement specifications call for a HySecurity SlideDriver 30F (without UPS); existing power and control circuits may be reused if in good condition and meeting manufacturer specifications; and existing access control must be reinstalled into the new gate operator and tested for functionality. The cable vault lid replacement has been removed from scope as the utility company owns the vault. Light pole replacement is no longer required. Maintenance moratoriums historically occur around Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas/New Year weeks, though the FAA policy is under revision with no dates currently published.
