Offerors must be registered in the System for Award Management (SAM) database and submit sealed proposals by January 21, 2025, at 16:00 hrs. Bangkok local time. A pre-proposal conference is scheduled for December 9, 2024, and potential bidders must pre-register by December 3, 2024. Questions regarding the solicitation must be submitted in writing by December 13, 2024, to the Contracting Officer, Daniel T. Brockman, via the BangkokGSOProcurement@state.gov email address.
The solicitation is not set aside for any specific category of business and will be awarded as a firm, fixed-price contract. The current incumbent is Allianz Ayudhya General Insurance PCL. The contract will cover 1,292 employees (527 male, 765 female) and 1,193 eligible dependents (550 male, 643 female), with a base year starting April 26, 2025, through April 25, 2026. The insurance must provide comprehensive medical coverage including inpatient, outpatient, dental, optical, and emergency services with minimum coverage of 100% for most services up to annual limits. The place of performance is Thailand, specifically at the U.S. Embassy in Bangkok. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer based on initial proposals without further discussions.
