About this opportunity

The National Institute of Environmental Health Sciences (NIEHS) is conducting a full and open competition for a continuing license and subscription to the Globus Data Transfer System, with quotations due by October 26, 2026 at 2:30 PM EDT. This is a brand name requirement (all or none) and unrestricted procurement with no small business set-aside. NIEHS requires Globus Standard Subscription and Connector Open Access (Standard Level) for one year beginning November 8, 2026, to support encrypted transmission of large files between NIEHS High Performance Computing and NIH Biowulf as well as extramural collaborators. Globus has been in use at NIEHS for over five years and serves as the primary option for encrypted transfers of sensitive datasets, with capabilities unavailable through alternative commercial solutions without significant disruption to ongoing research. Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis. Federal government resellers must be authorized distributors. Offerors must submit discounted firm-fixed-price quotations via email to Kenneth.Moris@hhs.gov, referencing solicitation 7571TE27Q00015 in the subject line. All questions must be submitted to the same address by the same deadline. Invoicing will be processed monthly in arrears through the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71. The estimated dollar value is $97,097.00.
