About this file
This is a Sole Source or Limited Sources Justification form submitted by the ASA/OMAS contracting activity for a purchase exceeding the micro-purchase threshold. The National Institute of Environmental Health Sciences (NIEHS) Office of Scientific Computing is requesting a continuing license and subscription to the Globus Data Transfer System with a total estimated dollar value of $97,097.00. The system is essential for transmitting large files between the NIEHS High Performance Computing environment and NIH Biowulf, as well as with extramural collaborators.
The justification identifies The University of Chicago (accounting@globus.org) as the sole proposed contractor, as it is the developer of Globus software and maintains the shared computing resources required for user identity verification across organizations and direct file transfers between disparate systems. Market research conducted via SAM.gov and the NITAAC CIO-CS catalog found that nearly all Globus subscription contracts have been awarded to The University of Chicago, with only two alternative vendors identified (New Tech Solutions and AlxTel, Inc), neither of which demonstrated sufficient capacity to generate competitive offers. Fair and reasonable pricing is justified through historical year-over-year price comparisons with NIEHS's previous Globus purchases, which have remained stable with only modest increases in the current quote over the FY25 total.

Text4: The NIEHS Office of Scientific Computing requires continuing license and subscription to the Globus Data Transfer System in order to support transmission of large files between the NIEHS High Performance Computing environment and NIH Biowulf as well as extramural collaborators. The total estimated dollar value is $97,097.00.
Text5: The proposed contractor is The University of Chicago (accounting@globus.org). The University of Chicago is the developer of Globus software and maintains the shared computing resources required to confirm user identities across different organizations and facilitate direct file transfers between disparate computing systems. Historically, Globus software license and subscription has only been available directly from the University of Chicago.
Text6: Market research has been conducted via searches of SAM.gov and the NITAAC CIO-CS catalog. Nearly all contracts to procure Globus subscriptions have been awarded to the University of Chicago, however, two instances of alternative vendors appeared in the search results: New Tech Solutions under NITAAC CIO-CS and a direct award to AlxTel, Inc, a contractor with a history of very few Federal awards. Based on this information it is not clear that a broader solicitation is likely to result in multiple competitive offers.
Text7: Fair and reasonable cost can be established through comparison with prices paid by NIEHS for Globus software license and subscription in previous fiscal years. These prices have remained stable year-over-year and the current quote reflects a small increase over the FY25 total.
Text8: No additional considerations.
