About this file
This is a Notice of Intent (NOI) for the renewal of a Globus Standard Subscription, issued by the National Institute of Environmental Health Sciences (NIEHS) under solicitation number 7571TE27Q00015. The NOI indicates that no formal solicitation will be issued and no quotations will be requested, as NIEHS intends to conduct a sole-source acquisition with The University of Chicago (accounting@globus.org), the developer and sole distributor of Globus software. The required services include two subscriptions: Globus Standard Subscription Renewal and Connector Open Access (Standard Level). These services support transmission of large files between NIEHS High Performance Computing environments and NIH Biowulf, as well as extramural collaborators, for encrypted transfers of sensitive datasets. The place of performance is Bethesda, MD 20892. The acquisition is being conducted under FAR Part 12 for commercial products and services, with pricing established through comparison with NIEHS' historical pricing for Globus subscriptions, which have remained stable year-over-year with only a small increase reflected in the current quote.
The NOI invites interested parties capable of providing equivalent or similar products and services to submit capability statements by October 26, 2026, at 14:30 PM ET to Contract Specialist Ken Moris at kenneth.moris@hhs.gov. Capability statements must demonstrate the ability to provide Globus software licenses or an equivalent solution fully compatible with NIEHS' existing research workflows, data formats, and datasets, as well as equivalent functionality for exporting, analyzing, searching, and mining data from electronic laboratory notebooks (ELNs), patent databases, and scientific literature without disruption to ongoing preclinical and translational research activities. Market research identified The University of Chicago as the primary contractor for Globus subscriptions among federal contracts, with only two alternative vendors (New Tech Solutions and AlxTel, Inc) appearing in searches of SAM.gov and the NITAAC CIO-CS catalog, neither with significant federal contracting histories. The Government reserves discretion to conduct a competitive procurement based on capability statement responses.

Description
This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested.
The National Institute of Environmental Health Sciences (NIEHS) Office of Scientific Computing requires continuing license and subscription to the Globus Data Transfer System in order to support transmission of large files between the NIEHS High Performance Computing environment and NIH Biowulf as well as extramural collaborators. Globus has been in use at NIEHS for more than five years and has often been the only available option for encrypted transfers of sensitive data sets.
The requirement includes the following Globus software support and maintenance subscriptions:
1. Globus Standard Subscription Renewal
2. Connector Open Access (Standard Level)
Justification for Sole Source
The proposed contractor is The University of Chicago (accounting@globus.org). The University of Chicago is the developer of Globus software and maintains the shared computing resources required to confirm user identities across different organizations and facilitate direct file transfers between disparate computing systems. Historically, Globus software license and subscription has only been available directly from the University of Chicago.
Market research has been conducted via searches of SAM.gov and the NITAAC CIO- CS catalog. Nearly all contracts to procure Globus subscriptions have been awarded to the University of Chicago, however, two instances of alternative vendors appeared in the search results: New Tech Solutions under NITAAC CIO-CS and a direct award to AlxTel, Inc, a contractor with a history of very few Federal awards. Based on this information it is not clear that a broader solicitation is likely to result in multiple competitive offers.
Fair and reasonable cost can be established through comparison with prices paid by NIEHS for Globus software license and subscription in previous fiscal years. These prices have remained stable year-over-year and the current quote reflects a small increase over the FY25 total.
Authority
This acquisition is being conducted under FAR Part 12 – Acquisition of Commercial Products and Commercial Services. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may solicit from a single source when the Contracting Officer determines that only one source is reasonably available.
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide the required Globus software licenses, or an equivalent solution, that is fully compatible with NIEHS’ existing research workflows, data formats, and previously generated datasets. Capability statements must also demonstrate the ability to provide equivalent functionality for the export, analysis, searching, and mining of data from ELNs, patent databases, and scientific literature without disruption to ongoing NIEHS preclinical and translational research activities.
