About this opportunity
The Defense Logistics Agency Land and Maritime (DLA) published this Special Notice on February 26, 2026, announcing the availability of a draft Request for Proposal (RFP) for the Global Tires Program 2.0 (GTP 2.0), solicitation number SPE7LX26R0030. This is a competitive opportunity seeking a single prime integrator to manage tire supply chain operations for DLA customers across continental United States (CONUS), outside continental United States (OCONUS), and Foreign Military Sales (FMS) regions. The contract represents a substantial 10-year opportunity with an estimated total value of approximately $3 billion. The notice indicates that the Government has incorporated recent updates to the Federal Acquisition Regulation into the draft RFP and is working to align DFARS references with pending implementation changes. Award will be made without negotiations in accordance with FAR 15.203.
The primary objective of this Special Notice is to solicit industry feedback on the draft RFP during a two-week review period ending March 9, 2026, at 7 a.m. EST, with questions directed to Contracting Officer Charles E. Mielke II. The Government established key requirements for interested contractors, including demonstrated Electronic Data Interchange (EDI) capability with DLA by RFP closure and the ability to procure tires exclusively through 19 Government-negotiated vendor contracts at specified unit prices. RFP attachments are not publicly available and must be requested from the Contracting Officer through DoD Safe secure file transfer. Following the comment period, the Government held a Virtual Industry Day on March 25, 2026, to provide briefings and engage with approximately 20 potential offerors, after which the final RFP was anticipated for release with a 90-day response period and award targeted for April 2028. Eligible contractors must be capable of managing approximately 60,000 tires across 365 National Stock Numbers (NSNs) with year-one estimated annual tire costs of $205 million and must satisfy fill rate requirements of either 95% or 97% depending on Government selection at award.
