About this file

This is a Questions and Answers document addressing 51 inquiries from industry regarding the Global Tires Program 2.0 (GTP 2.0) draft RFP. The document clarifies key operational, commercial, and contractual requirements for potential offerors.

The GTP 2.0 contract requires a single prime integrator to manage tire supply chain operations for Defense Logistics Agency customers across CONUS, OCONUS, and Foreign Military Sales (FMS) regions. Approximately 90% of OCONUS orders deliver directly to customer addresses while 10% may be routed to stateside centralized consolidation points (CCPs) at CONUS service rates. Tire inventory comprises approximately 60,000 tires across 365 NSNs, with an estimated year one annual demand value of $205M for tire costs (CLIN 0001); the 10-year estimated contract value is $3 billion with 3% annual inflation applied. The integrator must procure tires exclusively through 19 DLA-negotiated vendor contracts at specified unit prices with Net 30 payment terms and prompt payment discounts available. Fill rate requirements are either 95% or 97% depending on the Contracting Officer's selection at award, with separate pricing provided for CONUS deliveries (CLINs 0002), OCONUS deliveries (CLIN 0003), and FMS deliveries (CLIN 0004). Additional CLINs cover retread management fees (CLINs 0006-0007), scrap/disposal management (CLIN 0005), and initial inventory transition costs. The integrator bears responsibility for customs clearance, tax implications in each delivery location, and transportation costs for customer direct orders; however, the Defense Transportation System provides free movement for initial prepositioned stock establishment and subsequent replenishment to OCONUS locations, as well as orders destined for contested logistics environments. FAR 52.247-63 preference for U.S.-flag air carriers does not apply as this is a commercial contract. The RFP was anticipated for release by December 2026 with a 90-day response period and award targeted for April 2028. The Government intends to make a single unrestricted award without negotiations; distributors and subcontractors must work through the prime contractor if not bidding independently.

Q&A

#Question:Answer:
In order to develop operationally responsive and cost efficient CONOP to support order fulfillment from OCONUS customer base, we require the percentages split across customers orders with delivery address to final customer locations in OCONUS vs. delivery addresses to designated CCPs in CONUS. What is the percentage of OCONUS customer generated orders with final OCONUS destination as delivery addresses vs. OCONUS orders with delivery addresses to CCP's in CONUS?It is roughly a 90:10 split. Approximately 90% of the OCONUS order go directly to the customer’s address, while 10% are permitted to go to stateside CCPs. If the orders are shipped to a Stateside CCP, the Integrator will only bill for a CONUS service fee.
For customer orders originated by OCONUS customers, what is the total weight (in lbs) delivered to customers directly by commercial airlift paid by the integrator vs. delivered to CCP in CONUS for onward movement to final customer location in OCONUS?Every order is different. Customers could order one tire, or they could order 100 and all ~400 NSNs have different weights. The contracting team doesn’t track the weights of orders.
Is the GTP 2.0 requirement for an Integrator to transport cargo by air exclusivly on commercial US Flag Air carriers? If commercial US Flag Air carriers are not supporting certain OCONUS destinations, what is the process for the Integrator, and action needed to obtain a waiver from the contracting team to move cargo on a Non US Flag Air Carrier? May the DLA contracting team provide a one time waiver to specific destination(s) or will the Integrator be required to request waivers for each seperate shipment?I believe you are referring to FAR 52.247-63 Preference for U.S.-Flag Air Carriers. However, this clause does not apply to commercial contracts, and thus, as this is a commercial contract will not apply to the GTP 2.0 contract.
Section P2-18.5 states:"If the GTP 2.0 Integrator elects to preposition stock, when executing OCONUS prepositioned stocking support, the GTP 2.0 Integrator is required to utilize the Defense Transportation System (DTS) for its transportation of tires from the GTP 2.0 Integrator's CONUS location(s) to the identified GTP 2.0 Integrator OCONUS prepositioned stock location". Question: Please confirm this is applicable for prepositioning initial inventory together with any subsequent transportation in support to inventory replanishment to the OCONUS location where prepositioned stock is maintained? This is applicable for prepositioning initial inventory as well as any subsequent transportation in support to invententory replenishment to the OCONUS location where prepositioned stock is maintained.
Question: Please confirm movement of cargo from CONUS to GTP 2.0 Integrator's OCONUS warehouses used for maintaining prepositioned stock, will be free of cost to the GTP 2.0 Integrator? It is free of cost to the GTP 2.0 Integrator.
Question: Please confirm all Tire manufacturers and their respective distribution facilities in CONUS can be designated as Places of Performance to enable DTS to retrieve tires directly from tire suppliers and ship door-to-door to GTP 2.0 Integrator OCONUS warehouses where prepositioned inventory will be maintained? The GTP 2.0 Integrator shall have the tires in their possession at their CONUS location(s). Tire manufacturers and their dealers are only responsible for shipping to the GTP Integrator's CONUS facility.
For CLINs 0006 and 0007, Retread Management Fee for CONUS and OCONUS tires, may the government confirm these CLINs should NOT include the cost of the actual Tire Retread? May the government also confirm that under CLINs 0006 and 0007, the GTP 2.0 Integrator can recupurate reverse logistics costs from tire location(s) to the designated supplier facility in CONUS, while the actual retread of the tire will be billed under CLIN 0001?CLIN 0006 and 0007 is the Integrator's service fee to handle the logistics and management of the retread process which includes shipping the tire carcasses from their location back to the specific manufacturers to be retreaded. Once it has been retreaded and the Integrator is supplying the retreaded tire to the customer, the Integrator will bill us the retreaded tire cost under CLIN 0001.
Attachment 10, Tab Q1 2025 Tire Pick Up - All, column C represent total LBS of all tires picked up for scrap and disposal by GTP Integrator?Correct.
Attachment 2 Vendor Contract Pricing and Lead Times consist of unit prices and required delivery days. Please confirm there is no minimum order quantity associated with procurement for any of these 365 NSNs?Each and every tire has a delivery order minimum quantity and a maximum monthly delivery order quantity.
Attachment 2, Vendor Contract Pricing and Lead Times. Please confirm unit price specified in column F represents delivered price by tire suppliers to GTP 2.0 Integrator warehouse and consolidation point located anywhere in CONUS?This is the unit price for tires delivered to the GTP Integrator's CONUS location.
Attachment 2, Vendor Contract Pricing and Lead Times. Please clarify the pricing validity for each of these 365 NSNs? In other words, please clarify if these vendor contract pricing is subject to be revised on monthly, quarterly or annual basis? The feeder contracts have historically been recompeted every three years. Once awarded, their pricing is good for a year at a time pre-established.
P2 - 3.3.4.1 states, the GTP Integrator shall make payments to the vendors under Net 30 days terms from the date it receives a proper invoice. Please clarify if DLA's negotiated contracts with tire suppliers includes a provision for prompt payment discounts (PPD)? If not, is the GTP 2.0 Integrator allowed to negotiate PPD with DLA selected tire suppliers? They do contain prompt payment discounts. All 19 of the contracts have net 30 terms. The GTP 2.0 Integrator is not allowed to negotiate with the Vendor Contract holders.
C.2.5.14 Obsolescence Management. In order to accurately estimate costs associated with obsolescence management, may DLA provide historical data like number of tires per year and associated annual product costs, subject for obsolescence management and QMS?No historical data will be provided, as there should be no costs associated with obsolescence management. If a tire becomes obsolete, DLA will notify the integrator, cancel the applicable NSN, and transition to a replacement. The integrator may exhaust current stock to fulfill existing orders but shall cease ordering the obsolete item.
To accurately account for warehousing space, and transportation costs, may DLA provide weight and dimensions for each tire / NSN listed in Attachment 2?We provided the weights via attachment 28. The dimensions (cubed feet) have now also been added to Attachment 28 on the tab labeled "Dimensions."
Applicable for CLIN 0002 Tab 5 vs. CLIN 0002 Tab 6 for Supply Chain Management Fee for CONUS deliveries with 97% vs. 95% fill rate requirement, may DLA clarify and /or provide examples that outlines instances when the GTP 2.0 Integrator can use CLIN 0002 Tab 5 fee vs. CLIN 0002 Tab 6 fee, for orders fulfilled from customers in CONUS?The assumption is that you are referencing Attachment 1. Offerors are to provide a price for both fill rates 95% and 97%. The Contracting Officer will select which Fill Rate at award (either the 95% or the 97%).
Applicable for CLIN 0003 Tab 7 vs. CLIN 0003 Tab 8 for Supply Chain Management Fee for OCONUS deliveries with 95% vs. 97% fill rate requirement, may DLA clarify and/or provide examples that outlines instances when the GTP 2.0 Integrator can use CLIN 0003 Tab 7 fee vs. CLIN 0003 Tab 8 fee for orders fulfilled from customers in OCONUS?The assumption is that you are referencing Attachment 1. Offerors are to provide a price for both fill rates 95% and 97%. The Contracting Officer will select which Fill Rate at award (either the 95% or the 97%).
Applicable for CLIN 0004 Tab 9 vs. CLIN 0004 Tab 10 for Supply Chain Management Fee for FMS deliveries with 95% vs. 97% fill rate requirement, may DLA clarify and/or provide examples that outlines instances when the GTP 2.0 Integrator can use CLIN 0004 Tab 9 fee vs. CLIN 0004 Tab 10 fee for orders fulfilled from FMS Customers? The assumption is that you are referencing Attachment 1. Offerors are to provide a price for both fill rates 95% and 97%. The Contracting Officer will select which Fill Rate at award (either the 95% or the 97%).
Per Section L - Instructions, Conditions, and Notices to Offerors, may DLA allow 10 point font for graphics, charts, tables and figures?Yes
Per Section L - Instructions, Conditions, and Notices to Offerors, may DLA confirm that font restrictions do not apply to cover pages?Font restrictions do not apply to the cover pages.
Per Attachment 3 - GTP 2.0 DOs (all tabs), may DLA provide delivery addresses (or at least the closest city within the particular region or country for OCONUS DO's, for the Ship To DODAAC listed in column C? This information is critical to enable bidders to develop a responsable and accurate distribution solution. Unfortunately obtaining delivery address per DODAAC from the DLA website is very manual and time consuming process.DLA is unable to provide that information. The only means of obtaining that information is available from the DLA website.
Are SOFAs or similar type tax exemption protocols between USG and Host Country Nations applicable for shipments originating from CONUS managed by the Integrator as part of order fulfillment to OCONUS customer locations? The contractor is responsible to determine the tax consequences for each location served.
Are SOFAs or similar type tax exemption protocols between USG and Host Country Nations applicable for shipments originating from CONUS managed by the Integrator or DTS, in support of inventory replanishment to the prepositioned stock? The contractor is responsible to determine the tax consequences for each location served.
Are SOFAs or similar type tax exemption protocols between USG and Host Country Nations applicable for delivery orders fulfillment originating from OCONUS stock prepositioned platform, to OCONUS customer locations in a different country ?The contractor is responsible to determine the tax consequences for each location served.
For delivery orders fulfillment originating from OCONUS stock prepositioned platform to OCONUS customer locations in a different country, is the GTP 2.0 Integrator required to use US Flag carriers for Sea or Air mode of transportation? In the event there is no US Flag P1 service to a specific country, what is the process to request and obtain waiver from Contractong Office team for deliveries on Non US Flag carriers for Sea and Air mode of transportation?I believe you are referring to FAR 52.247-63 Preference for U.S.-Flag Air Carriers. However, this clause does not apply to commercial contracts, and thus, as this is a commercial contract will not apply to the GTP 2.0 contract.
Per Attachment 3, GTP 2.0 DOs: May DLA identify a Category 1, 2, 3 and Priority level for each DO in Attachment 3, all Tabs?We are providing the information for calendar year 2023 through fiscal year 2026. Two tabs have been added to Attachment 3 labeled, "IPG CY23-FY26" which lists the IPG for the individual orders the other tab is labeled "IPG Summary" which provides the totals for each IPG (1-3).
Per Attachment 4, GTP 2.0 Source of Supply, may DLA identify which tire NSN falls under ITAR vs. Export Control regulated with its specific ECCN?None of them fall under either category.
Per Page 7 of the Draft RFP, CLIN 0005 Scrap / Disposal Management Fee states; "CONUS scrap and disposal management and execution of the tire carcass / scrap disposal of tire(s) / NSN(s)". May DLA confirm scrap and disposal of tires is applicable only from customers located in CONUS and any scrap and disposal managment of tires from OCONUS locations will not be responsability of the GTP 2.0 Integrator?Scrap and disposal management fees, both CONUS and OCONUS are the responsibility of the Integrator.
P1 – 3.1.2 states “inventory purchase is approximately $51M, for an estimated 80,000 tires” that is an average of $637.5 per tire which seems quite high for most common aircraft and ground vehicle tires without having access to the NSN/inventory sheet. Yet CLIN 0001 states that tire price must be provided to the government at a pass-through cost. Was the GTP 1.0 Integrator not required to provide tires at a pass through cost on their CLIN 0001? And if we have access to the same stock at a greatly reduced price, will the government instruct GTP 1.0 integrator to lower the cost to pass through prices or honor current market price as it is a requirement that we purchase their excess stock?GTP 2.0 P1 – 3.1.2 now reads as "P1 – 3.1.2 For purposes of GTP 2.0 financing and proposal preparation, the estimated value of the said GTP 2.0 Integrator GTP RFI CFM inventory purchase is approximately $51M, for an estimate of 60,000 tires. In addition to the CLIN 0001 cost of the tires, the GTP 2.0 Integrator shall pay to the GTP Integrator the applicable current GTP CLIN 0002 Supply Chain Management Fee (CONUS) or CLIN 0004 Navy Aircraft Supply Chain Management Fee (CONUS), which is an additional estimate of $6.3M." The TSI to GTP Phase I transition costs were similar in that they included the tire cost and a fee for the Integrator who had already ordered, received, handled and stored the stores. Potential offerors must abide by P1 – 3.1.2 if they want to be considered for an award. The GTP Phase 3 (exit phase) mirrors the GTP 2.0 Phase 1 (transition and implementation). As such the current GTP Integrator has a contract that specifically states what their responsibilities are and the costs that they are to recoup. Furthermore, any potential offeros will not have access to the same stock at a greatly reduced price because any potential offerors are not allowed to procure the tires on their own and must use the contracts put in place for the tires themselves which have been awarded by the Government.
Can the government provide offerors the Draft RFP attachments listed on page 77-78? If possible, can all attachments be provided in a unprotected, searchable format? No, unfortunately the attachments cannot be provided in an unprotected format.
Can the government provide the slide deck presented at the GTP 2.0 Industry Day? Will the government also provide a recording of the GTP 2.0 Industry Day presentation?Attached is the slide deck to the GTP 2.0 Industry Day. DLA is not releasing the recording to the GTP 2.0 Industry Day. See the attachment labeled “GTP 2.0 Industry Day Briefing Sides.”
Can the government provide a list of industry and government attendees that participated in the GTP 2.0 Industry Day?DLA cannot provide the information at this time.
Will this contract be open to a subcontract if the capability meets almost 60% of the scope of work, or are you looking for one prime to be a source to be awarded?DLA will be making one single award. The prime contractor is free to seek subcontracting opportunities outside of the award.
Is that up to the prime to subcontract any operation out?Yes
The department is looking to make a decision that, what, December of 2026, correct? The question is unclear, but the intended award date is April 2028.
Do you have an estimated size, that the warehouse is currently, or that would likely be, to house all the inventory that we would currently have to buy?We don't own the warehousing and that information resides with the current integrator.
Is there a particular set of pain points or challenges that you're trying to solve with this RFP? I mean, I've read the scope, I understand it, I'm just wondering if you have any insights into any particular pain points or challenges you have that you'd like to see the respondents address. We have no additional information to provide.
The GTP transportation from movement from CONUS to OCONUS under the USC 10, or multi-model vehicles that are in place. Those comes as a free of cost to the integrator, correct?Depending on exactly what you're discussing. I think the confusion is there are two different movements. We would allow a one-time movement initially to have tires shipped via the DTS from the CONUS location to the OCONUS locations for the initial stocking of the prepositioned stock. Every other customer direct order that is OCONUS, is not government transportation, be a FOB destination. So it'd be on the integrator to pay for the transportation of the tires for every OCONUS order, customer direct. With a few exceptions, we do allow, if the area that it's going to is a designated, contested logistics environment we will allow the integrator to ship to a centralized containerization point, in stateside, like Dover Air Force Base, and then the government transportation will take over. So tthose would be the only times that the government will pay for the transportation is an initial stocking of a prepositioned stocking location, and then, orders that go to a contested logistics environment.
This appears to be, still full and open, but will there be any usage of any set-asides at all for smalls, or not?The Government’s current intent is to issue the solicitation unrestricted.
Is DLA open to commercial shipping standards under either all or select needs and requests? We don't specify who you have to use for shipping. In the PWS we specifiy under certain conditions orders need to be palletized, the tires need to be palletized per the military standard, but then shipping is per ASTM standard, which is a commercial standard. So we do allow tires to be shipped, by commercial standards. The exception to that is gonna be FMS as we are requiring military packaging.
What do you see the as DLA team as being the main changes from the existing GTP to what you're calling GTP 2.0. What do you see that's different? We included Special Packaging Instructions for FMS aircraft orders, see section P2-24.1.1 and Attachment 27 for more details.
What is your anticipated timeline for RFP release, Proposal due date, and award date? The RFP is anticipated to be released by December 2026 and will be open for 90 days.
OCONUS operation, so, let's assume, shipments or deliveries in Indo-PACOM region from, let's say, a centralized warehouse to another country? Is our assumption correct, that these shipments do not require a US flag, or are being based on U.S. flag requirements? Let's assume, we are going to build up a kind of a distribution center in the PACOM area, and, a customer… well, the distribution center is…as an example, it could be in Japan. A customer in Korea, or Philippines, or Australia is asking for deliveries, so…we would be shipping out either by sea freight or air freight. Does this delivery require a US flag? Transportationlike P1 service, or can be P2, whenever a US flag is available, between the two, between origin and destination? Or is the… is the shipping free of any US flag requirements?I believe you are referring to FAR 52.247-63 Preference for U.S.-Flag Air Carriers. However, this clause does not apply to commercial contracts, and thus, as this is a commercial contract will not apply to the GTP 2.0 contract.

Since this is a single source award, would the distributor still be eligible to participate in the bid, or would distributors be required to work directly with the prime contractor? Any distributors or subcontractors are going to have to work with a prime if you're not going to bid on the whole thing.

Whose responsibility is it for customs clearance, sending it from one country to another? It is the Integrator's responsibility to make sure that this is done, not the U.S. Government's.
I don't know if you have the, the figures available. If you have… can you share the ratio of the priority 1, priority 2, priority 3? In percentage, like, how many of the shipments in percentage have priority 1, or priority 2, or Priority 3?
From calendar year 2023 through 3/25/2026, 16977 are IPG 1 (16.54%), 52200 are IPG 2 (50.84%) and 33501 are IPG 3 (32.62%)
With the recent SAM notification stating that the total estimated value is $3 billion, is there a particular thing that you feel is driving
that increased based on, kind of, current spend and revenue? The annual demand value (ADV) for the cost of the tires (CLIN 0001) is approximately $205M for year 1. The Contracting Officer applied a 3% increase year over year for inflation to the year 1 ADV, which is approximately $2.585B and then added a management fee percentage of approximately 16% to arrive at the $3B value.
Is there any anticipation, because at least this was my initial thought when I saw the increased number, and, you know, reading the news once in a while, that there's, potentially some OCONUS activities that may see an uptick? Do you… do you feel that's… at least potential. The Government does not have any additional information at this time.
Recycyling tires: how do, you currently collect the recycled tires and waste disposal of your tires?See sections P2 – 26.4, P1 – 3.3, P2-4.0 and P2 – 5.0 in the PWS.
For the tires that cannot be retreaded, would that fall under this scope of work with the prime, or did the prime already have the, approved vendor that would pick up scrap tires?Non-retreadable tires do not fall under the scope of work for the prime.
Hey, thank you. So, right now, the services are, you know, the overall supply chain services are kind of a pretty small portion of the overall cost, you know, it's like 90% material cost. So, we're just wondering if the mix is gonna be, like, the same.We do have any additional information on this at this time.
