About this opportunity

The U.S. General Services Administration's Federal Acquisition Service is procuring comprehensive global supply logistics operations support for the Indo-Pacific Command's Guam Area of Responsibility through a firm-fixed-price, single-award indefinite-delivery/indefinite-quantity contract. The contractor will be responsible for sourcing, stocking, warehousing, and delivering National Stock Number items including office supplies, tools and hardware, housewares, and cleaning products to Federal and Department of Defense customers, with delivery required within 3 business days of order receipt in mainland Guam. The contractor must maintain capabilities to scale operations for surge and contingency requirements while providing an electronic portal for order tracking and complying with various sourcing restrictions including Trade Agreements Act and Berry Amendment requirements. Proposals will be evaluated using a best-value tradeoff source selection process where non-price factors are significantly more important than price. Questions regarding the RFP must be submitted by September 22, 2025, at 10:00 AM EST, and final proposals are due October 15, 2025, at 10:00 AM EST.

This opportunity is exclusively set aside for Small Business Historically Underutilized Business Zone (HUBZone) contractors under NAICS code 493190. The contract structure includes a one-year base period followed by four one-year option periods, covering approximately 200 unique National Stock Number items with historical ordering patterns ranging from single-digit to several thousand units annually based on fiscal years 2022-2024 data. The procurement encompasses a comprehensive inventory including items such as ball point pens (206 dozen units), document protectors, cleaning supplies, safety equipment, and various tools and hardware components. Performance will be monitored through a Quality Assurance Surveillance Plan requiring 99% item quality standards and 97.5% of orders delivered within the 3-business-day requirement. All services will be performed in Guam, with specific focus on supporting military installations including Andersen Air Force Base and Naval Base Guam.
