About this file
This document is an Amendment (Amendment 001) to a Request for Proposal (RFP) for OCONUS Logistics Service Support for Indo-PACOM Guam, solicitation number 47QSCC24R0022. The RFP is set aside exclusively for Small Business Historically Underutilized Business (HUBZone) concerns under NAICS code 493190. Key amendments include modifications to the Live Test Demonstration (LTD) requirements, specifically detailing expanded e-portal capabilities for tracking purchase orders, requisition numbers, delivery status, stock levels, and commodity information such as country of origin and compliance certifications.
The amendment also addresses several contractor questions, confirming corrections to Attachments 1, 4, and 5 by adding columns for Manufacturer Part Number, Manufacturer Name, and Country of Origin. Additionally, the government indicates flexibility on the shelf-life requirement for products, particularly for items with a 12-month shelf life, suggesting potential adjustments to align with operational constraints. Offerors must be HUBZone-certified and registered in the System for Award Management (SAM) to be considered for award, with non-compliant offers being deemed non-responsive.

The following changes are made to Solicitation 47QSCC24R0022, as shown in the following tracked changes. Tracked changes are in bold red and are either underlined (when language is added) or struck through (when language is deleted).
1. RFP, Section: L.10 Volume 3 – Live Test Demonstration (LTD), (Page #81) is amended as follows:
Content: The offeror’s oral response to Volume 3 must include a description on how its e-portal will allow the government to view purchase order numbers, requisition numbers, delivery status, current stock levels, and information on commodities such as country of origin, AbilityOne, UNICOR and Berry Amendment compliance. Failure to fully address Volume 3 may render the proposal non-responsive and may be removed from further consideration.
The LTD must demonstrate that the contractor has an e-portal and will provide GSA and its customers access to the e-portal, which will serve as a mechanism to view current, up to date information on all shipments including the requisition numbers, purchase order number and delivery status. Through this e-portal the contractor must also provide current, up to the date stock levels as well as additional information on all commodities such as the country of origin and whether the items are AbilityOne, UNICOR, TAA, and/or Berry Amendment requirement, including documentation on the portal illustrating compliance on every shipment. The portal must be able to provide live tracking of orders, including shipments traveling by ocean freighter to stock the warehouse. The portal must demonstrate real-time geographic location on the map. The portal must include shipment records for all orders for the previous 6-month period. Reports are downloadable by the CO at any time in PDF format. Offeror portal should be capable of generating on demand format for authorized users in usable formats such as MS Office, PDF, CSV. Offerors must demonstrate how the e-portal will be labeled as GSA and will be in compliance with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). In the e-portal, the offeror must demonstrate how they would provide tracking for items throughout the entire delivery process including when the commodities are traveling by land, air or sea. In the e-portal, the offeror must demonstrate how they would provide tracking for items throughout the entire delivery process including when the commodities are traveling by land, air or sea. This includes CONUS to in-country stock locations and capability to view last mile tracking from offeror’s stock location to the customers located delivery zones.
Failure to address any portion of this factor during the oral LTD may result in a determination by the CO that the proposal is non-responsive and may be removed from further consideration as unacceptable.

Question and Answer
1. Q. Will there be any consideration for a contractor that is not HubZone-certified?
A. This solicitation is set aside exclusively for Small Business Historically Underutilized
Business (HUBZone) concerns. To be eligible for award, offerors must be certified as a Small
Business HUBZone firm under NAICS code 493190, as verified through the System for
Award Management (SAM). Offerors not registered in SAM as a Small Business HUBZone concern under NAICS code 493190 will be deemed non-responsive and will not be considered for award.
2. Q. Attachment 1 has no Offeror Fill-In column for the Manufacturing Part Number, can you send an updated Attachment 1?
A. Corrected with Amendment 1.
3. Q.Offeror Fill-In columns and cells were not shaded gray but green and blue. Will you be sending an updated Attachment 5?
4. Q. Only Option Period 4 Sheet has Manufacturer, Manufacturer Part Number and Country
Of Origin additional columns. Will you be sending an updated Attachment 5 that will have these three columns added from Base Period to Option Period 3 Sheets?
5. Q. Attachment 4 seems to be incomplete, it currently has 64 pages but should be around 374 pages, can you please resend this file?
6. Q. Meeting this requirement may present challenges, particularly for items with a 12-month shelf life. In such cases, the contractor would be required to deliver products with at least
9.6 months of shelf life remaining. However, we must factor in the time required for manufacturing, order processing, shipping, and inventory buffering. Once items arrive in
Guam, our intent is to maintain a 60–90-day supply in the warehouse. Given these operational constraints, can this requirement be reconsidered or adjusted to better align with the practical lead times and stockholding needs?
A. Yes. Adjusting in lowering the shelf-life remaining requirement can be considered for applicable NSNs especially for those that have a 12-month shelf life.
