About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking input on a draft Performance Work Statement (PWS) for a potential Global Protective Services (GPS) program. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will provide a full spectrum of private security functions, including fixed guard services, mobile security requirements, convoy escort teams, and protective security services at OCONUS locations. The evaluation will be based on a best value source selection, with award to all qualifying offerors who meet a minimum technical threshold of 80% of the maximum score. Proposals are due by May 6, 2024, and the government is requesting feedback on the draft PWS, Section L and M, and the HTRO self-scoring matrix.

This is an unrestricted procurement under NAICS code 561612, Security Guards and Patrol Services, with a $29.0M size standard. The overall IDIQ ceiling is estimated at $10.3 billion over 10 years, with an initial minimum task order value of $1,000. Offerors must have a Top Secret facility clearance and pass an ANSI PSC.1 audit to be eligible for award. The evaluation criteria covers factors such as audit certifications, contract experience, personnel, and past performance.
