About this file
This document is a draft HTRO (High Threat Response Operations) Self-Scoring Matrix for a federal contract opportunity. The matrix provides instructions for offerors to self-score their technical capabilities across multiple evaluation categories such as audit certifications, contract experience, personnel, and performance. The total available points are 76,000, with a minimum technical rating threshold (MTTR) of 56,800 points required to be eligible for award. Offerors must pass an ANSI PSC.1 audit and have a Top Secret facility clearance to submit a proposal. The key evaluation categories include number of ANSI/ISO audits passed, volume and value of OCONUS security contracts, personnel and equipment managed, and past performance ratings. The self-scoring matrix is associated with a potential upcoming solicitation for a Global Protective Services (GPS) program being planned by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal. The government is requesting industry feedback on the draft matrix and related Performance Work Statement by May 6, 2024 to improve the clarity and completeness of the requirements.
