About this opportunity

The Defense Health Agency (DHA) issued a sole-source bridge contract for the Global Nurse Advice Line (GNAL) services to maintain continuous 24/7 telehealth support for Military Health System beneficiaries across 14 countries including the United States, Italy, Germany, Japan, and South Korea. The GNAL provides registered nurse triage services, self-care advice, general health inquiries, appointment scheduling, urgent care referrals, and customer service coordination with integration to military systems including DEERS, CHCS, and MHS GENESIS. The sole-source justification was necessary to prevent service gaps while DHA solicits a long-term five-year GNAL-Next Generation contract anticipated for award in late first quarter FY26, with market research indicating the complexity and scale exceed small business capabilities. The 18-month bridge contract consists of a 6-month base period and four 3-month option periods, awarded to an undisclosed incumbent contractor on September 16, 2025. The contract value has been redacted but will be funded through FY25 and FY26 Operations and Maintenance funds to ensure uninterrupted telehealth services for TRICARE beneficiaries worldwide.

The purpose of this award synopsis is to post the DHA Global Nurse Advice Line (GNAL) JA FY25-0257 Redacted for the following requirement:  The Global Nurse Advice Line (GNAL) is a continued service to the Military Health System's (MHS) eligible beneficiaries. The GNAL will provide access to telehealth registered nurses for triage services, self-care advice, and general health inquiries 24 hours a day, 7 days a week.  The GNAL also offers customer service and care coordination services to include:  provider locator support, specified Military Treatement Facility (MTF) appointing services, urgent care referral submissions, and customized MTF transfers to support the MTF's capability for eligible MHS beneficiaries.  The GNAL requires access and interoperability with existing military applications and systems including the Defense Enrollment Eligibility Reporting System (DEERS), Composite Health Care System (CHCS), and the new electronic health record call MHS GENESIS.  Access and interoperability will allow for eligibility verification of GNAL callers, and the ability to book primary care appointments, submit urgent care referrals, and document GNAL encounters.  Other capabilities include the ability to provide real-time information sharing, business intelligence, reporting, and archiving of documented call encounters at a corporate, regional, and local level.  This is an 18-month bridge effort with a 6-month base period and four 3-month option periods.
