About this file
This document is a Justification and Approval (J&A) for a sole-source bridge contract for the Global Nurse Advice Line (GNAL) supporting TRICARE beneficiaries. The Defense Health Agency (DHA) is seeking an 18-month follow-on bridge contract with the incumbent contractor to provide continuous telehealth nurse triage services 24/7 across multiple countries, including the United States, Italy, United Kingdom, Germany, Turkey, Belgium, Bahrain, Spain, Greece, Cuba, Puerto Rico, Japan, South Korea, and Guam. The contract will consist of a 6-month base period and four 3-month option periods, with an estimated total value redacted and funded through FY25 and FY26 Operations and Maintenance (O&M) funds.
The bridge contract aims to prevent service gaps while a long-term five-year GNAL-Next Generation (NG) contract is being solicited, with the new contract anticipated to be awarded in late first quarter FY26. The services include continuous telehealth registered nurse triage based on evidence-based guidelines, MTF appointment services, transfers, urgent care referrals, network provider support, and customer service. Market research indicated that the complexity and scale of the GNAL services are too large for small businesses to manage independently, and no small businesses were identified as capable of delivering the required services without partnering with larger companies.
