The Defense Health Agency awarded a $75.2 million definitive contract to Optumhealth Care Solutions, LLC for Global Nurse Advice Line (GNAL) services on September 18, 2025, without set-aside.
The contract is an 18-month bridge with a 6-month base period and four optional 3-month extensions, extending through March 17, 2027. Place of performance is Eden Prairie, Minnesota. The originating solicitation calls for around-the-clock clinical support services to DHA beneficiaries worldwide through a global nurse advice line operation.
Optumhealth Care Solutions, a subsidiary of UnitedHealth Group, is delivering this as the third consecutive firm fixed-price contract from DHA for GNAL services, following awards of $60.2 million in March 2023 and $76.1 million in March 2024, all competed through full and open competition without set-aside.
Subcontractors include registered nurse staffing providers White Stone Healthcare Resources (service-disabled veteran-owned small business), Ghost RX Inc. (service-disabled veteran-owned small business), Care Connect Consulting, BCA Federal, and Lifehealth (economically disadvantaged woman-owned and service-disabled veteran-owned small business), along with technology and staffing support from Medix Staffing Solutions (IT support), Polished Technologies (8(a) participant), Eight Eleven Group, Turnberry Solutions, The JPI Group (women-owned small business), Ignitec, Mind Computing (HUBZone, veteran-owned, service-disabled veteran-owned small business), and Intertech.
