About this opportunity
The Department of State Office of Acquisition Management is conducting a Request for Information (RFI) to assess industry capabilities for providing commercial-off-the-shelf (COTS) hardware solutions for global server and storage deployment. The RFI seeks comprehensive hardware configurations including overseas prebuilt half-racks, domestic full racks, datacenter converged hardware, and storage solutions ranging from 184TB to 2PB. Critical requirements include hardware with silicon root of trust, NIST-certified cryptographic modules, U.S. government country of origin compliance, and 99.9999% high availability design. Vendors must demonstrate 24/7 support with 24-hour replacement shipping and maintain a Top Secret Facility Clearance. The evaluation will focus on detailed responses across three sections: company information, functional requirements assessment, and past performance. Questions were due by February 26, 2025, at 3:00 PM Eastern Time, with full responses required by March 5, 2025, at 3:00 PM Eastern Time.
No specific set-aside designations were mentioned for this opportunity, and no incumbent contractors were identified in the documentation. While the RFI does not specify a precise award value, the global scope suggests a potentially significant procurement involving hardware deployment across hundreds of sites. The RFI covers four primary hardware configurations, indicating a complex and potentially high-value technology acquisition. Vendor responses must include proof of prepurchase concept builds, which can be evaluated by Department personnel at vendor facilities. The procurement appears focused on establishing a comprehensive, standardized hardware infrastructure with transferrable components to meet the Department of State's specific technological requirements. The RFI emphasizes that this is a market research exercise and does not guarantee a contract award, serving primarily to understand industry capabilities and potential solution approaches.

Update #2 · Latest ·
This Request for Information (RFI) is issued as market research to determine industry’s capabilities to provide proven commercial-off-the-shelf (COTS) hardware solutions capable of delivering industry leading server and storage capabilities to be deployed globally to hundreds of sites. The solutions must provide a commercially proven platform with transferrable components to meet specific Department of State (“Department”) requirements and use cases. The solutions must also provide leading edge capability in the return merchandise authorization (RMA) process, only include hardware that implements cryptographic modules already certified by the National Institute of Standards and Technology (NIST) Cryptographic Module Validation Program, have silicon root of trust, and meet United States Government country of origin requirements. Solution submittals must be backable by prepurchase proof of concept builds that may be evaluated by Department personnel at vendor facilities.
Additional specific capability requirements are enumerated in the attached document - Global Hardware-Request for Information
Questions are due no later then Wednesday, February 26 at 3:00 PM Eastern Time
Please Note - Only full responses that address the requirements will be considered. The Department will consider responses that merely include a capability statement as non-responsive.
