About this opportunity

The American Battle Monuments Commission seeks a firm-fixed-price Indefinite Delivery Indefinite Quantity contract for Global Enterprise Mobile Phone Services supporting approximately 150–200 voice and data lines across ABMC locations worldwide, with proposals due June 23, 2026, and the first round of questions due May 22, 2026.

The procurement is unrestricted; no set-aside applies. ABMC reserves the right to award a single contract covering all locations or make multiple awards by site or region based on best value. Prospective contractors may submit proposals limited to France only, though broader geographic scope may offer competitive advantages in service integration and consistency. Place of performance spans the United States, Europe, North Africa, the Pacific, and Central America, encompassing 26 cemeteries and 31 memorials in 17 countries including France, Belgium, Italy, the United Kingdom, the Philippines, Tunisia, Panama, Mexico, and the United States.

The contractor must deliver multi-carrier access with seamless international roaming, 4G/5G voice and data services, SIM/eSIM provisioning, and a secure 24/7 management portal with role-based access, usage analytics, billing transparency, rate optimization, and SLA monitoring. The solution must support ABMC-furnished Apple devices, integrate with Microsoft Intune for mobile device management with encryption enforcement and remote wipe capability, achieve 98% network availability per country, and comply with Section 889 and federal cybersecurity supply chain requirements. The contractor must complete migration within 30 days of award with minimal operational disruption and COR pre-cutover approval.

The contract structure spans a base year plus four one-year option periods. A minimum annual guarantee of $8,000 applies across all Contract Line Item Numbers. Five CLINs cover voice and SMS, voice with data and SMS, premium services with tethering, data-only service, and temporary additional services capped at $100,000 per base year. Pricing structure establishes fixed monthly unit rates per line: Plan A (voice and SMS) at $20, Plan B (voice, data, SMS) at $180, Plan C (voice, data, SMS, tethering) at $50, and Plan D (data only) at $10.

Evaluation criteria weight Technical Approach (coverage, network solution reliability, portal capabilities with role-based access controls and billing transparency, and transition/migration planning) as the majority of evaluation points, followed by Past Performance (relevant federal or global multi-carrier program experience within the preceding 36 months) and Price. Proposals must not exceed 50 pages excluding pricing tables, resumes, and certifications, and must include up to three past performance references, completed pricing tables for all CLINs, SAM registration proof, cybersecurity risk management documentation, Service Level Agreement matrices, and regional coverage maps. The NAICS code is 517112, Wireless Telecommunications Carriers (except Satellite).
