About this file

This is a Questions and Answers document for RFP 74330226R0047, Global Enterprise Mobile Phone Services (GEMS), issued by ABMC. The Q&A Round 1 addresses nine questions from prospective offerors regarding scope, pricing, technical requirements, and personnel.

Key clarifications include: companies may respond for the France scope only, with pricing in euros permitted; all France lines are Plan B service; Plan C-Data Only plans may be assigned to employees under Plan B or C service; Plan B is standard for routine business use while Plan C is a premium tier including tethering and priority handling for high-demand users; the Project Manager is the only mandated key personnel position, though offerors may propose additional personnel; the government accepts responses from integrators providing cellular services through carrier partnerships, including those proposing full-scope telecom expense management solutions rather than solely wireless carrier services; integrators must provide coverage maps by region from carrier partners; and current ABMC iPhones with assigned cellular numbers are split approximately 50/50 between AT&T and Verizon in the USA. All responses address requirements outlined in the RFP Instructions Letter, the Performance Work Statement (PWS), GEMS CLIN Pricing Structure guidance, and appendices referenced in the solicitation.

Question ID RFP Reference Document Page Question Answer 1 RFP Instructions Letter 74330226R0047 Can we respond to the RFP only for the France scope ? Yes, your company can respond to the RFP for the France scope only.

2 A2 - GEMS CLIN Pricing Structure 1 If we can respond only for the France scope, is it possible to provide our prices in euros? Yes.

3 A2 - GEMS CLIN Pricing Structure For France, what is the distribution of the number of lines across the different plans (A, B, C, D)?

For France, all the lines in Appendix A has Plan B.

4 A1 - Performance Work Statement GEMS_final Will users with DataOnly plans also be equipped with a Plan B or Plan C subscription? If so, would it be possible to offer a Companion SIM to share the data from the main plan?

It is possible that ABMC may assign a Plan C-Data Only plan to an employee that is under a Plan B or Plan C service plan.

Plan C-DataOnly plan is cellular data puck/mobile hotspot that connects to 4G LTE or higher networks and broadcast a private Wi-Fi signal.

5 A1 - Performance Work Statement GEMS_final 6, 7 What are the differences between Plans B and C, which appear to be equivalent to us? If tethering will be included and already a part of your company's Plan B, please clearly state that in your submission and indicate Plans B and C are identical.

Core differences:

- Plan B is the standard plan for routine business use.

- Plan C is the premium plan for high demand users who need tethering and priority handling (Executive leadership, OCIO, PAO, etc. per PWS).

Included services:

- Both plans include unlimited domestic and international voice plus SMS and

MMS.

- Both plans include 4G and 5G data with at least 50 GB high speed allowance in the US, EU, and UK.

- Both plans include at least 20 GB of high speed roaming data.

Tethering:

- Plan B: no tethering requirement stated.

- Plan C: explicitly includes tethering for hotspot use and ABMC employees who need tethering and priority handling.

Included services:

- Both plans include unlimited domestic and international voice plus SMS and

MMS.

- Both plans include 4G and 5G data with at least 50 GB high speed allowance in the US, EU, and UK.

6 RFP+Instructions+Letter+74330226R0047 Page 2 of 3 The instructions state, “Include the governance structure, communication plan, escalation procedures, performance monitoring methodology, and identify the Project Manager and key personnel.” However, neither the PWS nor the Terms & Conditions identifies any specific key personnel requirements. Please confirm that the Project Manager is the only key personnel position required under this solicitation.

ABMC confirms that, under this solicitation, the Project Manager is the only required key personnel position. Offerors may identify additional personnel they consider essential to performance, but no other specific key personnel roles are mandated by the PWS or Terms and Conditions.

The solicitation instructions identify “coverage maps by region” as a required attachment. In addition, the technical approach must address “network availability SLAs and roaming performance standards.” These requirements suggest that the government may be seeking responses primarily from the major wireless carriers (e.g., AT&T, T-Mobile, Verizon).

Please confirm that the government will also accept responses from integrators that provide cellular services through carrier partnerships.

Yes, ABMC accepts responses from integrators that provide cellular services through carrier partnerships.

Integrators shall also provide coverage maps by regions from their carrier partnerships.

“Describe the cellular management portal capabilities, including role-based access, inventory tracking, billing visibility and accuracy, reporting, optimization tools, and financial system integration.” These requirements appear consistent with a Wireless Telecommunications Expense Management (WTEM) or Mobile Lifecycle and Expense Management (ML&EM) solution. Please confirm that the government will accept responses from offerors that propose a full-scope telecom expense management solution that addresses all PWS requirements, with the offeror serving in an integrator capacity rather than solely as a wireless carrier.
