About this file

This is a Questions and Answers document from Round 2 of Request for Proposal (RFP) 74330226R0047, addressing inquiries related to an ongoing mobile services procurement. The document provides clarifications on three key topics: geographic scope of proposals, evaluation criteria, and contract pricing terms.

Regarding geographic coverage, prospective contractors may submit proposals limited to the French market only, as most current service lines operate in France. However, proposals covering broader geographic scope may offer competitive advantages in terms of service integration, consistency, and overall value, which will be factored into the best value evaluation. On pricing terms, the RFP establishes a minimum annual guarantee of $8,000 across all Contract Line Items (CLINs) and locations, rather than tied to specific service plans, regions, or monthly thresholds. This minimum floor represents the overall annual contract baseline, with actual quantities and billing dependent on the American Battle Monuments Commission's (ABMC) operational needs and usage during contract performance. The document references the Performance Work Statement (GEMS_final) document as the foundational requirements document for this procurement.

Question ID RFP Reference Document Page Question Answer

Regarding the mobile RFP ongoing, most of the lines are currently in France and we are unable to answer for other countries, so would that be possible to answer for a French-only market ? Yes, you can answer for a French-only market.

2 In doing so, would our proposition be considered fairly against other competitors or would a global answer be favoured ?

A global proposal is not inherently favored. However, proposals that cover a broader geographic scope may provide advantages in terms of integration, consistency of service, and overall value.

These factors will be considered as part of the best value determination.

A1 - Performance Work Statement GEMS_final

4 In document A1, you mention a minimum guarantee of $8,000. Could you please specify the scope and the duration over which this minimum billing amount was calculated?

The minimum guarantee represents the overall contract floor for all services under this contract, across all CLINs and locations. It is not tied to any specific service plan, region, or monthly billing threshold.

It is calculated across each annual period. Beyond this minimum, actual quantities and billing will depend on ABMC’s operational needs and usage during contract performance.
