About this file

This is a Request for Proposal (RFP) from the American Battle Monuments Commission (ABMC) for Global Enterprise Mobile Phone Services under solicitation number 74330226R0047.

ABMC seeks a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide reliable, secure, and globally accessible mobile communications supporting daily operations, visitor services, ceremonial events, and executive travel across all ABMC locations worldwide. The contractor must deliver a multi-carrier global solution with seamless international roaming, redundancy capabilities, and eSIM support compatible with ABMC-furnished devices. The proposal will be evaluated based on three primary factors: Technical Approach (worth the majority of evaluation points), encompassing coverage and network solution reliability, program management portal capabilities with role-based access controls and billing transparency, and transition/migration planning with minimal operational disruption; Past Performance, evaluating relevant experience with federal agencies or global organizations managing international multi-carrier programs; and Price, assessed for fairness and reasonableness across the base year and all option years. ABMC reserves the right to award a single contract covering all locations or make multiple awards by site or region based on best value considerations. Proposals must not exceed 50 pages (excluding pricing tables, resumes, and certifications) and must include up to three past performance references from the preceding 36 months, completed pricing tables for all Contract Line Item Numbers, and required attachments including SAM registration proof, cybersecurity risk management documentation, Service Level Agreement matrices, and regional coverage maps. Proposals are due Tuesday, June 23, 2026, at 10:00 AM Eastern Time, with two rounds of bidders' questions due May 22 and June 5, 2026, and a pre-proposal conference scheduled for May 28, 2026. Submissions must be directed electronically to the Contracting Officer Anna Nereng (nerenga@abmc.gov) or Contract Specialist Jessica Young (youngj.ctr@abmc.gov).

REQUEST FOR PROPOSAL 74330226R0047 Instructions Letter

Global Enterprise Mobile Phone Services

ABMC requires reliable, secure, and globally accessible communications to support daily operations, visitor services, ceremonial events, and executive travel. ABMC’s Office of the Chief Information

Officer provides centralized information technology and communications services to all locations worldwide, enabling consistent operations across its distributed international footprint. Further details are outlined in Attachment 1 – Performance Work Statement.

ANTICIPATED AWARD TYPE

The Government anticipates an award of a firm-fixed-price Indefinite Delivery Indefinite Quantity contract. ABMC prefers a single award covering all locations, but reserves the right to make one award, multiple awards by site or region, or no award for certain locations if that approach provides better value, reduces risk, or better supports mission requirements.

EVALUATION CRITERIA

ABMC will select the proposal representing the best overall value to the Government, considering technical merit, coverage reliability, program control, transition risk, past performance, and total cost.

A higher-priced quotation may be selected if its technical advantages are determined to justify the additional cost. ABMC may conduct a comparative evaluation of proposals to identify the Contractor best suited to meet the Government’s needs, and the Government reserves the right to make award without discussions.

Evaluation Factors

1. Technical Approach

Subfactor A – Coverage and Network Solution

ABMC will evaluate the extent to which the Offeror provides a reliable, multi-carrier global solution that supports all ABMC locations and international travel requirements. Evaluation will consider access to multiple carriers and demonstrated redundancy, network availability

SLAs and roaming performance standards, seamless international roaming and failover capability, compatibility with ABMC-furnished devices and eSIM support, and compliance with Section 889 and supply chain requirements. Offerors shall ensure Section 889 compliance flows down to all subcontractors and underlying carriers.

Subfactor B – Program Management and Administration Portal

ABMC will evaluate the robustness, security, and usability of the proposed wireless management portal and the strength of the overall program management approach. Evaluation will consider role-based access controls and audit capability, asset lifecycle tracking and inventory management, billing transparency and accuracy, downloadable usage data, rate plan optimization and cost management tools, and integration capability with ABMC financial systems.

Subfactor C – Transition and Migration Plan

ABMC will evaluate the Offeror's approach to migrating services from the incumbent provider with minimal disruption to operations. Evaluation will consider the porting strategy and migration timeline, risk mitigation and service continuity planning, coverage validation prior to cutover, and availability of live support during migration events.

2. Past Performance

ABMC will evaluate relevant experience providing managed cellular services to Federal agencies or global organizations. Evaluation will consider experience managing international, multi-carrier programs, demonstrated billing accuracy and cost optimization results, and the quality and relevance of recent references.

3. Price

Price will be evaluated for fairness and reasonableness across the base year and all option years.

PROPOSAL FORMAT

Offerors shall submit a complete proposal in English that is clear, concise, and directly responsive to the solicitation. Proposals shall be organized in the format and order below. Offerors shall submit pricing separately from the technical proposal. Marketing materials shall not replace required narrative responses and are discouraged. The total proposal shall not exceed 50 pages, excluding pricing tables, resumes, and required representations and certifications.
