About this opportunity

The United States Space Force, Space Systems Command Contracting Directorate (SSC/PKL), is procuring on behalf of Combat Forces Command, Mission Delta 8, 8th Sustainment Squadron, a single-source software sustaining engineering contract for the Global Broadcast Service (GBS) satellite broadcast management systems, with a Statement of Capabilities due August 12, 2026.

Work includes depot-level software engineering changes, complex or unscheduled software maintenance and enhancements to GBS Satellite Broadcast Managers and Receive Broadcast Managers, 24/7 Tier II/III technical support to the GBS Operations Center at the DISA Core Data Center in Mechanicsburg, Pennsylvania with a two-hour response capability for urgent outages, design and implementation of Government-approved architectural changes, and development and delivery of training courses for SBM users. The contractor must maintain facility clearance at SECRET or TOP SECRET level per NISPOM standards and provide personnel with active security clearances where proposed.

Primary place of performance is the contractor's facility with supporting locations at Hill Air Force Base, Oklahoma City, Schriever Space Force Base, Peterson Space Force Base, and Mechanicsburg, Pennsylvania. The contract carries a base period of six months with four one-year options; if all options are exercised, performance runs from April 2027 through September 2031.

Technical requirements include CMMI Level 3 program management processes, compliance with NIST SP 800-171 security standards, cybersecurity evaluation and RMF compliance expertise to maintain Authority to Operate and Authority to Connect on military networks, and delivery of Level III Technical Data Packages compliant with MIL-STD-31000C (3 February 2025). Contractors should address transition strategy to assume full operational control from the incumbent without mission degradation or broadcast downtime and recommend contract type (FFP, CPFF, or hybrid structure). NAICS 541330 (Engineering Services) applies; the size standard is $47.0 million.
