About this file
This is a questionnaire designed to assess contractor qualifications for the Global Broadcast Service (GBS) Architecture Sustaining Engineering (ASE) contract opportunity with the U.S. Space Force, Combat Forces Command. The questionnaire is organized into three parts that evaluate company profile, technical capabilities, and transition strategy.
Part I requests administrative information including company name, CAGE code, UEI number, and point of contact details, along with confirmation of business size and socio-economic certifications under NAICS code 541330 (Engineering Services) with a $47.0M size standard. The questionnaire requires confirmation of an active facility clearance (SECRET or TOP SECRET level per NISPOM standards) and inquiry into whether proposed personnel hold active security clearances. Part II addresses core technical capabilities across six contract line items (CLINs), specifically requiring demonstrated experience in depot-level software sustainment and configuration management for GBS Satellite Broadcast Managers (SBMs) and Receive Broadcast Managers (RBMs); 24/7/365 Tier II/III technical support with two-hour response capability for the GBS Operations Center (GBSOC) including physical support at the DISA CDC in Mechanicsburg, PA; cybersecurity evaluation and RMF compliance expertise to maintain Authority to Operate (ATO) and Authority to Connect (ATC) on military networks; and capability to deliver Level III Technical Data Packages compliant with MIL-STD-31000C (3 February 2025). Part III requests a transition and phase-in strategy to assume full operational control of GBS software and hardware baselines from the incumbent contractor without mission degradation or broadcast downtime, along with recommendations regarding contract type (FFP, CPFF, or hybrid structure) and commercial rationale. The underlying contract effort involves a six-month base period with four one-year options, with anticipated performance from April 2027 through September 2031.
