About this opportunity

The Department of State's Office of Acquisition Management, through the Bureau of Administration's Office of Logistics Management, is seeking to procure durable, pre-printed barcode labels from a specialized manufacturer. The asset tags must be designed for use across Department of State overseas posts and domestic bureaus in both office and residential settings, with the capability to withstand exposure to diverse climates including tropical, desert, temperate, mountain, continental, polar, and tundra environments. Key requirements include 0.75-inch square tags made from white polyester with glossy lamination (3-4 mil thickness) and a minimum 2 mil adhesive layer capable of adhering to multiple surfaces such as wood, metal, plastic, rubber, fiberglass, glass, paper, fabrics, and concrete. The vendor must hold an active GSA schedule under PSC 7690, possess the ability to track tag numbers globally to prevent duplication, provide dedicated account management and direct customer support, and deliver expedited orders as needed. The deadline for responding to this Request for Information is February 26, 2026, at 2:00 AM EST, with responses submitted to Md Hoque at Hoquemm@state.gov.

This procurement is designated as a Total Small Business set-aside, limiting competition to firms meeting small business criteria under NAICS 323111 (Commercial Printing except Screen and Books). The Government anticipates awarding a Blanket Purchase Agreement with a one-year base period and four one-year renewal options, though specific award values and quantity estimates are not disclosed in this pre-solicitation notice. The asset tags must contain a 2D data matrix encoding Color ID, tag number, and security key, with optional color stripes available for program ownership identification. The vendor will be required to work collaboratively with the Department of State to finalize tag design, including prototype development, before mass manufacturing begins, and must submit quarterly order fulfillment reports to demonstrate performance. No compensation will be provided for responses to this Request for Information, and submission is entirely voluntary with no obligation that a formal solicitation will follow.
