The procurement will focus on providing end-to-end support for a system currently serving approximately 8,000 users across 24 worldwide terminals, with requirements including helpdesk support, Government Accepted Testing (GAT), and multi-format training delivery. Contractors must be capable of providing computer-based, virtual, in-person, and mobile training solutions, with personnel required to maintain SECRET security clearance and operate within 10 miles of Scott AFB. The Request for Information (RFI) requires responses by December 13, 2024, at 14:00 CT, with preliminary questions due by December 6, 2024. The contract will utilize NAICS category 611430 for Professional and Management Development Training, with an anticipated award in Q4 FY25.

The procurement is not currently set aside for small businesses, though USTRANSCOM is considering such options. The incumbent contractor is Advanced Technology Leaders, currently operating under contract HTC711-22-C-D002. While specific award values are not explicitly stated, market research suggests a potential budget around $12 million, with a performance period consisting of a one-month transition period, a base year from October 2025-September 2026, and four potential one-year option periods extending through September 2030. The contract will require robust capabilities including 24/7/365 helpdesk support, software testing, training material development, and maintaining training facilities that can accommodate up to 10 students and 2 instructors. Key personnel will need to support global transportation operations, including implementation, maintenance, and user assistance across military operations, reserve training, and readiness platforms.
