About this file
This is a Performance Work Statement (PWS) for SDDC's Global Air Transportation Execution System (GATES) Surface/Water support services. The PWS outlines requirements for providing functional support, training, and system testing for GATES, which serves as a single port management system supporting cargo planning, in-transit visibility, vessel manifesting, customs clearance, and cargo documentation for approximately 8,000 users across 24 worldwide terminals.
The contractor must provide three main task areas: contract-level management, functional support, and training support. Key requirements include developing test plans, conducting software testing, creating training materials, providing classroom instruction (virtual and in-person), maintaining GATES training kits, and operating a help desk to resolve service tickets. The period of performance includes a one-month transition (September 2025), base period (October 2025-September 2026), and four one-year options through September 2030. Work must be performed within 10 miles of Scott AFB, with some positions at Beaumont, Texas. Personnel must have SECRET clearance (with ability to obtain TOP SECRET for some positions) and maintain required cybersecurity certifications. The contractor must provide training facilities to accommodate up to 10 students and maintain GATES equipment for exercises and training purposes.

1.3.1.1 Task 1 Subtask 1: Task Order Management Plan (TOMP).
The contractor is required to develop an integrated Project Plan that encompasses both Government and contractor perspectives. This plan shall outline the tasks, resources, and dependencies identified. The Management Plan must cover the technical and functional approach, organizational resources, and management controls for cost, performance, and schedule requirements throughout the contract execution. The contractor shall submit a Draft Plan within ten (10) business days after contract award. The Government will review the plan and provide feedback to the contractor. The contractor shall then submit the Final Plan no later than fifteen (15) business days after receiving the Government's comments. It is important that the plan does not simply restate the requirements outlined in the Performance Work Statement.
1.3.1.2 Task 1 Subtask 2: Monthly Status Report (MSR).
The contractor shall submit a Monthly Status Report that monitors quality assurance and configuration management. This report shall detail the accomplishments for the reporting period, categorized by each active task or project area. This Software Test Plan shall serve as a guide for testers throughout the entire software application process, using scenario-based examples that assume the tester to be a typical end user. Additionally, the contractor shall develop scenarios that thoroughly test the specified platforms and systems. These scenarios should be linked to standard datasets that include representative cargo records with known data format and content flaws, in order to simulate real-world data. The contractor shall utilize data from SDDC's critical interfaces, such as the Integrated Booking System (IBS), Transportation Financial Management System (TFMS), Transportation Coordinator's- Automated Information For Movement System (TC AIMS II), Integrated Computerized Deployment System (ICODES), Integrated Surface Distribution Data Cleansing Tool (iSDDC), Deployment Support System II (MDSS II), Munitions Transportation Management System (MTMS), Army War Reserve Deployment System (AWARDS), Distribution Standard System (DSS), and others as determined by G3. The contractor shall provide the Draft Software Test Plan no later than four weeks before the start of the test. The contractor shall provide the Final Software Test Plan no later than two weeks before the test begins. Typically, testing events will simulate production events and processes using production-like data. Any modifications to previously created plans shall be made to accommodate functional changes and additions addressed in the software change package. Any discrepancies should be brought to the attention of the Contracting Officer's Representative (COR) for resolution. Support should be accomplished as a release is performed.
1.3.2.2 Task 2 Subtask 2 – Test Support.
