Key details include requirements for an off-site training facility that can accommodate 10 students, 2 instructors, and CORs, with the contractor responsible for providing classroom setup (chairs, desks, tables) while computers, scanners, and other training equipment will be Government Furnished Equipment (GFE). The document clarifies that helpdesk positions can be remote with SDDC COR approval and compliance with telework policies, though this may be subject to change with the incoming administration. RFI Q&A’s

Question: Is this a new contract, or is there an incumbent? If it is an existing contract, could you please share the current contract number and incumbent?

Answer: This is a recompete effort. Advanced Technology Leaders - HTC711-22-C-D002.

Question: Is it a requirement for the contractor to have a training site off-base from SAFB? Can training be performed on base, or can vendor help coordinate for use of Reserve Training Center just outside the front gate?

Answer: To ensure effective training delivery, it is imperative that the contractor provides a suitable off-site location that can accommodate all necessary training equipment, contractors, and personnel. This facility should be capable of hosting up to 10 students, 2 instructors, and Contracting Officer Representatives (CORs) as needed. Our experience has shown that on-base coordination is not feasible due to various constraints, including the complexity of equipment setup, time limitations, and inadequate network infrastructure. Additionally, security clearance requirements for all attendees have proven to be a challenge when utilizing on-base facilities. By providing an off-site location, the contractor can ensure a seamless and uninterrupted training experience that meets the necessary intent of the training audience.

Question: Will all GATES accessories be GFE, or is there a requirement for the vendor to provide equipment?

Answer: The computers, scanners, and other equipment used for training are all GFE. The classroom setup (chairs, desks, tables, etc.) will be supplied by the contractor.

Question: If this is an existing contract, how many FTEs are on the contract?

Answer: We cannot disclose the number of FTEs currently on contract. The allocation of FTE’s will be determined based on individual offers and their selected approach.

Question: Can the helpdesk be remote?

Answer: Yes, positions can be remote, but it is contingent upon approval from the SDDC CORs and SDDC telework policies. Remote personnel must be capable of fully supporting all aspects of the contract regardless of their location. For remote positions, individuals must demonstrate their ability to handle all contract-related tasks effectively, ensuring there are no gaps in service delivery. This may need to be changed or modified, pending the incoming administration.
