This sources sought notice is from the National Aeronautics and Space Administration Glenn Research Center regarding the Glenn Engineering and Research Support contract. The GEARS contract will provide engineering and research support services across disciplines including communications and intelligent systems, power, materials and structures, systems engineering, and propulsion. The contract objectives are to support NASA Glenn Research Center's core competencies and enable the Center to accomplish its mission from initial concepts through complete flight systems. Capability statements are requested from interested parties by June 1, 2016 and must include company information, relevant experience, and recommendations to improve incentives and lessons learned from similar efforts.

The GEARS contract has an estimated potential value of $300 million over five years, with consideration given to a period of performance greater than five years. The contract is set aside as an 8(a) competitive opportunity with a primary NAICS code of 541712 for research and development services and an SBA size standard of 1,000 employees. The GEARS contract combines requirements from two existing contracts, the Glenn Engineering and Scientific Support-3 and Advanced Research & Technology Support contracts, which expire in May and September 2017 respectively and have been performed at the NASA Glenn Research Center facilities in Cleveland, Ohio.

Solicitation NNC16ZL009R, Glenn Engineering and Research Support, is hereby amended.

1.  Provision L.12  Volume I Mission Suitability page limit is changed from 50 to 55 pages.

3.  Provision L.18  The submission date for Past Performance Questionnaires remains UNCHANGED and are due March 29, 2017.

The Government anticipates releasing a subsequent amendment soon with answers to industry questions and changes to the RFP.

NASA Glenn Research Center is issuing a Request for Proposals for the Glenn Engineering and Research Support (GEARS) contract.  Solicitation documents are attached (with the exception of attachment J1-6: DD254 which will posted via amendment at a later date).

This acquisition is issued as a competitive SBA 8(a) set-aside.

Potential offerors should read all documents and instructions and submit proposals in accordance with soliciation instructions.  For planning purposes, the Government is requesting that offerors please notify the Contracting Officer of their intent to submit a proposal.

The deadline for submission of written questions is February 14, 2017, 4:30pm EST.

All proposal volumes are due to the Contracting Officer no later than March 15, 2017, 4:30pm EDT.

Added: May 13, 2016 2:20 pm The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) is seeking capability statements from all interested parties, including: Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Glenn Engineering and Research Support (GEARS) acquisition.

This acquisition is a new effort and is a combination of two current GRC contracts, Glenn Engineering and Scientific Support-3 (GESS-3) and Advanced Research & Technology Support (ARTS). GESS-3 expires May 31, 2017, ARTS expires September 30, 2017; both are Cost-Plus Fixed Fee contracts. The contract has an estimated potential value of $300M over the five year period of performance. GRC is also considering a contract length greater than five years.


The purpose of the Glenn Engineering and Research Support (GEARS) contract is to provide support to the NASA Glenn Research Center as follows: 1) provide a major emphasis supporting research and engineering efforts under GRC's core competencies and 2) provide support to specific aspects of facilities engineering, testing engineering and manufacturing engineering. These services will assist GRC in supporting Agency assigned projects and programs and will enable GRC to accomplish its mission: to drive research, technology, and systems to advance aviation, enable exploration of the universe, and improve life on Earth. These services will enable GRC to deliver research and engineering products ranging from initial concepts through complete flight systems. The Glenn Research Center requirements include but are not limited to the following Engineering and Research services and disciplines:


--Communications and intelligent systems technologies (Architectures, Networks, and System Integration; Intelligent Control and Autonomy; Advanced High Frequency; Information and Signal Processing; Optics and Phontonics; Smart Sensors and Electronics Systems)

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be released in FedBizOpps (FBO). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to review all responses submitted by Industry. Sources Sought responses must include the following: Name and address of firm, DUNS number, size of business, average annual revenue for past 3 years and number of employees, ownership, identification of the business as large, small, small disadvantaged, 8(a), Woman-owned or Economically Disadvantaged Woman Owned, Veteran Owned, Service Disabled Veteran Owned, SBA certified Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions, number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, point of contact - address and phone number, a high level capabilities statement of work relevant to this potential effort.


The Government is also interested in reviewing:
A) Comments and recommendations for the most effective incentive/performance criteria (if different from the current approach). Further, describe both risks and mitigations the Government should consider.
B) Describe programmatic, financial, technical, and administrative lessons learned from similar engineering service efforts.
C) Describe the type of information needed about the existing requirements that would be needed to submit a credible proposal.


The Government intends to release only the names, addresses, and points of contact of all respondents via FBO unless specifically requested not to do so by the respondent.


In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents.


The requirement is not considered a commercial type service.
