About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking an independent contractor to perform Steam Tracer Mass Flow Rate Measurements for steam flow verification at the Coso geothermal sites located at Naval Air Weapons Station, China Lake, California. The primary service involves collecting steam flow samples at three designated transfer locations twice annually, conducting laboratory analysis of those samples, and delivering PDF analysis reports within 30 days of collection. Key contract requirements include performing vapor-phase tracer introductions, collecting three steam samples over twenty-minute periods at each location, measuring steam flow rates in thousand pounds per hour, and highlighting any discrepancies of 15 percent or greater between measured and documented flow rates. The contractor must conduct two annual site visits to the geothermal plant and maintain the proprietary analysis methodology that has been used consistently since 1995 to ensure data continuity and comparability. The pre-solicitation notice was posted on December 10, 2025, with a pre-solicitation due date of December 24, 2025; the formal solicitation (SF 1449) bearing Solicitation Number N3943026R0004 will be posted at a later date and will contain detailed pre-award evaluation procedures, proposal requirements, and performance standards.
This procurement carries no small business set-aside designation and is being pursued as a single-source award based on the incumbent contractor's proprietary analysis methods that have provided critical continuity since 1995. The most recent predecessor contract (N39430-21-P-2211) closed on November 6, 2025, indicating this is a follow-on requirement. The contract structure consists of a one-year base period starting in 2026 with four one-year option periods, for a total potential performance period of five years, with only the base year offering a minimum guarantee to the contractor. The Government may also extend performance for up to an additional six months under an Option to Extend Services clause if a follow-on contract is not awarded timely. While specific budget figures are not disclosed in this pre-solicitation notice, the requirement is classified under NAICS code 541380 (Testing Laboratories and Services) and PSC category B599 (Special Studies/Analysis—Other), with all responsible sources invited to submit pricing quotes and technical capability statements for consideration.
