About this file

This Statement of Work (SOW) details steam tracer mass flow rate measurement requirements for the Navy Geothermal Program Office (GPO) at the Coso Geothermal Field located at Naval Air Weapons Station, China Lake, California. The contract is a base year with four option years (2026-2030), requiring the contractor to collect and analyze steam samples twice annually from three specific transfer locations: Navy I to Navy II, BLM North to Navy I, and Navy II to BLM. At each location, the contractor will introduce a vapor-phase tracer, collect three steam samples over twenty minutes, measure steam flow rates, and conduct laboratory analysis to verify steam transfer quantities.

Key technical requirements include delivering PDF analysis reports within 30 days of spring and fall sample collections, highlighting any 15% or more discrepancies between measured and documented flow rates, and performing two annual site visits to the geothermal plant. The primary objective is to provide independent verification of steam flow rates, which has been an ongoing protocol since 1995 to ensure accurate steam quantity tracking between projects. The contract builds on previous steam tracer contracts, with the most recent (#N39430-21-P-2211) closing out on 11/6/2025, and continues the Navy's mission of geothermal resource management and power generation oversight.

STATEMENT OF WORK

Geothermal Program Office, SH15

Steam Tracer Mass Flow Rate Measurements at the Coso Geothermal Field

PART I GENERAL INFORMATION

A. Introduction:

The Navy Geothermal Program Office (GPO) is Department of Defense’s (DoD) agency for geothermal exploration, development, and resource management. It is part of GPO’s mission to provide oversight and resource management of the Coso Geothermal Field (Coso) located at Naval Air Weapons Station, China Lake, CA. Coso has been producing power continuously for nearly 40 years and provides a revenue stream to the Navy. GPO requires Steam Tracer Mass Flow Rate Measurements at the Coso geothermal field as stated in Contract N68711-05-0001, Geothermal

Resource Development, Section 4. This contract is between the US Navy and the Coso Operating Company LLC, mandating steam verification (last contract iteration 2014). As stated in the contract, steam transfers need to be tested and verified twice annually every year the Coso Geothermal Field is in operation. This new contract will be continuing testing, following on previous contracts that performed the same testing. The last steam tracer contract #N39430-21-P-2211 closed out 11/6/2025.

B. Background:

The purpose of this Statement of Work (SOW) is these measurements will provide independent verification of steam flow rates for steam quantities transferred between projects at Coso. Power generation is dependent upon the amount of steam produced and the flowing mass rates of steam supplying the turbines. These tests and analysis have been conducted since 1995 to verify the steam rates. The continuity of this protocol is important to achieve results that are acceptable to the stakeholders.

C. Scope:

Steam Tracer Mass Flow Rate Measurements will provide independent verification of steam flow rates for steam quantities transferred between the projects Coso. The Contractor shall collect steam flow samples at the Coso geothermal sites defined in the following section and run the analysis for each sample collected at the Contractor’s laboratory. Once the analysis is completed , the results will be sent to GPO.

This contract will be defined as a base year contract, along with four option years.

PART II WORK REQUIREMENTS

A. Technical Requirements:

The Contractor shall perform the work for the measurements/sample collection at the Coso geothermal field at three sample sites (Navy I to Navy II, BLM North to Navy I, and Navy II to BLM), and each location will have three (3) different collection times during the sample collection (duration, less than one day), and twice per year for a total of 18 tests per year. The work will be ordered twice per year, Spring and before the end of September, by the Government with the first to be conducted in spring

2026. The subsequent option years are option year 1 (2027), option year 2 (2028), option year 3 (2029), option year 4 (2030). Each with sampling to occur two times per calendar year.

Under this contract the Contractor shall be responsible for completion of the two task requirements defined in the following sections.

a) On-Site Field Sample Collection

The Contractor shall introduce a vapor-phase tracer into the steam line and collect a set of 3 steam samples from the “down-stream” collection point for each sample location (Navy I to Navy II, BLM North to Navy I, and Navy II to BLM). Samples will be collected over an interval of twenty minutes at each of the steam transfer locations. The Contractor will also collect the measured steam flow rate values for each site from the Coso DCS system for the corresponding time intervals of the vapor-phase sample collection time periods to be verified with the field measured and analyzed data that the Contractor has provided in the final analysis results.

b) Laboratory Sample Analysis

The steam mass flow rates in kph (thousand pounds per hour) analyzed for each sample collected at each site is compiled into the final analysis results and sent to the GPO within 30 days after sample collection. If a 15% or more discrepancy between the DCS value collected the day of the test and the tested flow rate, the Contractor shall highlight and alert the Navy GPO.

c) Deliverables

The period of performance for this contract will be from the date of award through 2030, including option periods. The Contractor shall deliver by email, the analysis results of the steam mass flow rates report in “pdf” format, 30 days after the Spring sample collection and laboratory analysis, and 30 days after the Fall (before September 30) sample collection and laboratory analysis.

Place of delivery: GPO is located at China Lake, California, at the Naval Air Weapons Station.
