About this opportunity
The Department of the Interior National Park Service Northeast Region seeks construction services for brick repointing, gutter installation, and metal roofing at George Washington Birthplace National Monument in Colonial Beach, Virginia and Thomas Stone National Historic Site in Port Tobacco, Maryland, with proposals due June 19, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business sole source, foreclosing competition outside that category.
Place of performance spans two locations: George Washington Birthplace National Monument in Colonial Beach, Virginia and Thomas Stone National Historic Site in Port Tobacco, Maryland. Work at the first site includes 100 percent mortar joint repointing on the Memorial House Museum (approximately 2,600 square feet of exterior brick) and Colonial Revival Kitchen (approximately 400 square feet), installation of 20-ounce copper 6-inch reverse bead half-round gutters and 3-inch plain round downspouts with soldered joints, chimney mortar cap replacement on six chimneys, and biological cleaning and minor brick replacement. At Thomas Stone, the contractor must remove and replace an existing 6,000 square-foot exposed-fastener corrugated metal roof with a hidden-fastener vertical seam standing seam metal roofing system (24-gauge, bright red, 50-year paint warranty), install seamless 6-inch K-style white gutters with 3-inch corrected downspouts, reframe flat roof areas to minimum 3:12 pitch, replace approximately 10 percent of roof decking, install ridge ventilation and snow guards, and modify lightning protection reinstallation without requiring recertification.
Estimated contract value ranges from $250,000 to $500,000. The period of performance is 120 calendar days beginning August 1, 2026 through November 30, 2026. Contractor must commence work within 10 calendar days of notice to proceed. All repointing mortar must be lime-based using lime putty, fine yellow front sand, and not over 10 percent white Medusa cement, with mock-up approval required. Mortar analysis by qualified laboratory is mandatory on both buildings. Work must comply with the Secretary of the Interior's Standards for Historic Preservation. Davis-Bacon wage rates apply (VA20260007 for Virginia, MD20260113 for Maryland). Performance and payment bonds are required within 10 calendar days of award. A one-year on-call warranty plus two-year written warranty cover all defects; roofing carries a 50-year paint warranty. Work hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., with public access maintained throughout. Evaluation uses best-value tradeoff methodology, weighting technical approach, construction schedule, key personnel, and past performance equally and collectively equal to price. Offerors must demonstrate five years of past work experience in masonry and gutter installation and three years' comparable experience for the site superintendent. NAICS code 238160, PSC Z2JA.
