About this file
This is a Questions and Answers (Q&A) document providing clarifications on four key issues raised by potential offerors regarding a federal contract solicitation.
The document establishes important precedence rules for conflicting requirements: the 90-calendar-day overall period of performance takes precedence over the 60-calendar-day performance periods specified in individual Statements of Work (SOWs), and the 2-year warranty period controls for the GEWA scope where SOW language references both one-year and two-year warranty periods. Regarding Davis-Bacon wage compliance, offerors must use the appropriate wage rates from the attached Thomas Stone Davis Bacon Wage Rates document (Attachment 5) based on the specific state and county where work will be performed. For pricing submission, the contracting officer clarifies that two lump-sum Contract Line Item Numbers (CLINs) under Section B are acceptable, and a detailed labor category and rate breakdown is not required. These answers provide critical guidance to offerors on resolving ambiguities in the solicitation documents related to scheduling, labor compliance, pricing format, and warranty obligations.

RFIs 1-4
Question 1: Whether the 60-calendar-day performance periods listed in the SOWs are intended to apply separately within the overall 90-calendar-day completion period stated in the solicitation.
Answer 1: The 90 day overall period of performance takes precedence over the 60 day periods of performance listed in the SOWs for the individual projects.
Question 2: Whether Attachment 3, Davis-Bacon Wage Determination VA20260007, should be considered controlling for both locations and whether a full wage determination document will be provided separately.
Answer 2: See the attached Davis Bacon Wage Rates for Thomas Stone (Attachment 5). Use the appropriate rates for the state and county the work will be performed
Question 3: Whether pricing should be submitted only as two lump-sum CLINs under Section B, or whether a detailed labor category/rate pricing table is also required.
Answer 3: Two Lump Sum CLINS are fine. A detailed breakdown of costs is unneccessary.
Question 4: Which warranty period controls for the GEWA scope where the SOW references both one-year and two-year warranty language.
Answer 4: The 2-year warranty period takes precedence at GEWA.
