About this file
This is a Questions and Answers document from a federal contract solicitation addressing clarifications on project requirements, staffing, materials, and compliance matters.
The document clarifies key project parameters for what appears to be a roofing renovation project at a visitor center facility. Regarding staffing, contractors may designate a single individual to serve simultaneously as site superintendent, safety/health officer, and quality assurance personnel. For materials and installation, the lighting protection reinstallation does not require certified technician involvement, all existing flashing at wall transitions, penetrations, valleys, and roof intersections must be replaced with new materials, and deck/sheathing replacement should assume 10 percent of total roofing area. Snow guards must be installed at one guard per seam in a staggered pattern starting 1 to 2 feet from the bottom edge along entire roof eaves. The facility will remain operational during construction, requiring the contractor to maintain safe egress for park staff and visitors, designate restricted work areas, manage temporary closures, and provide pedestrian protection. Award will constitute as a contract with a separate Notice to Proceed provided later. No hazardous materials surveys have been completed. Mortar analysis is required at both the Memorial House Museum and the Revival Kitchen. For wage determination compliance, if a labor category is not listed in the Virginia Wage Determination, contractors must use the corresponding Maryland wage rates, such as for the Brick Layer classification.
