About this file
This is a Request for Information (RFI) issued by the National Geospatial-Intelligence Agency (NGA) in support of the Undersecretary of Defense for Intelligence and Security and Director of National Intelligence. NGA seeks information on industry capabilities to provide a comprehensive Candidate Management System II (CMS II) solution for managing the GEOINT Professional Certification (GPC) lifecycle. The system must manage certification eligibility, exams, renewals, and compliance tracking while providing program administrators with exception handling and program monitoring tools. The solution is intended to replace the existing LearningBuilder COTS credentialing system and must scale to support approximately 55,000 active and inactive records over the contract life. The anticipated performance period runs from September 2027 through August 2028 (base year) with four optional years extending through August 2032. The CMS will provide on-demand online services accessible to candidates, system administrators, program managers, and Component Service Representatives.
Responses must be submitted as unclassified white papers not exceeding five pages (Times Roman 12-point font, one-inch margins) via email to three NGA contacts by 5:00 pm ET on November 17, 2026. The RFI requests administrative information including company details, small business status, relevant experience with commercial and government clients in the past three years, current capability gaps, recommended pricing structures, security capabilities, organizational conflict of interest assessments, and acquisition recommendations. All contractors must demonstrate ability to implement CMS II by September 2027 and comply with security requirements including DoDI 1322.26, DoD Directive 5400.11, DoDM 5200.01, and NIST SP 800-53 standards. Personnel performing services must possess appropriate security clearances at proposal submission. This RFI does not constitute a commitment to contract and does not obligate the government to pay any response costs.
