About this opportunity

The Federal Emergency Management Agency (FEMA) is seeking a single award indefinite-delivery, indefinite-quantity (IDIQ) contract for generators with a capacity of 400 kilowatts and below. The procurement requires generators ranging from 20kW to 400kW that are portable prime power units equipped with Tier 4 Final emissions compliance, 3-phase switchable voltage configurations, integrated load bank systems (for units 36kW and above), and 24-hour external fuel tank capabilities. Key contract requirements include weatherproof power module enclosures, comprehensive diagnostic documentation, detailed technical specification sheets, and on-site training for FEMA mechanics following delivery. The evaluation will be conducted on a best-value tradeoff basis, with technical factors (Technical Specifications, Delivery Approach, and Past Performance) weighted more heavily than price. The solicitation deadline for proposals is January 13, 2026, at 12:00 PM EST, with delivery orders issued on a firm fixed-price basis for up to 3 years.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 335312 (Motor and Generator Manufacturing). No incumbent contractors are identified in the solicitation materials. The government has established a guaranteed minimum contract value of approximately $41,135, with delivery locations across seven distribution centers including sites in Pennsylvania, Georgia, Texas, California, Hawaii, Guam, and Puerto Rico. The contract period is anticipated to run from February 21, 2026, through February 20, 2029, with delivery required within 365 days of order placement. Prospective offerors must be registered in the System for Award Management (SAM) database prior to contract award and must complete representations and certifications online; all proposals must include detailed pricing for multiple generator sizes and locations, completed vendor specifications, and past performance questionnaires with references.
