The contract is designated as a Total Small Business set-aside under NAICS code 335312 (Motor and Generator Manufacturing), with delivery orders to be issued on a firm fixed-price basis for up to 5 years. Delivery locations will include seven distribution centers in Greencastle (PA), Atlanta (GA), Fort Worth (TX), Tracy (CA), Hawaii, Guam, and Puerto Rico. Contractors will be required to provide detailed specification sheets, diagnostic documentation, and on-site training for FEMA mechanics, with generators needing to include specific features such as weather-proofing, skid mounting, 3-phase voltage switchability, integrated load bank systems, and 24-hour external fuel tanks. While specific award values are not disclosed in the pre-solicitation notice, the contract will involve supplying generators to support FEMA's emergency response capabilities across multiple strategic locations. Successful vendors must be prepared to navigate customs inspections for overseas deliveries and meet stringent quality, safety, and operational standards.
