About this opportunity
The Naval Medical Research Command (NMRC), under the Department of the Navy Naval Supply Systems Command, issued a Special Notice on October 30, 2025, announcing a sole-source contract award to Werfen in Bedford, Massachusetts for repair services on a GEM4000 analyzer. This Special Notice is not a request for competitive proposals; however, the government will consider all interested responses. The requirement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and will be procured as a commercial item under FAR Part 12. The contract will be awarded on a firm fixed-price basis, and the government emphasizes that the notice is being published to fulfill transparency requirements while maintaining the sole-source procurement authority granted under statutory exceptions for unusual and compelling urgency.
The GEM4000 analyzer at the Environmental Health Effects Laboratory is experiencing a critical CoOx hardware failure (error 264) that prevents the laboratory from conducting essential blood gas analysis for its research sponsor. As the original equipment manufacturer with proprietary technology, Werfen engineers are the only viable source to service and repair this specialized equipment. All contractors interested in responding must be registered in the Systems for Award Management (SAM) and possess a Unique Entity Identification Number (UEI) to be eligible for contract award; registration can be completed free of charge at www.sam.gov or by calling (866) 606-8220. The original posting date of October 30, 2025, with a due date of November 3, 2025, reflects the urgent nature of this requirement, as the analyzer's repair is critical to maintaining the laboratory's operational capabilities and research commitments.
