The National Aeronautics and Space Administration's John F. Kennedy Space Center plans to issue a Request for Proposal for Gateway Logistics Services to provide logistics resupply capabilities to and from the Gateway platform in cislunar orbit. The solicitation will seek proposals for indefinite-delivery/indefinite-quantity logistics services with a total maximum value of $7 billion to be awarded to multiple contractors. Offerors must propose reusable logistics modules to transport cargo, payloads, and Gateway elements between Earth and the Gateway's near-rectilinear halo orbit around the Moon. The evaluation criteria will be based on total evaluated price. The anticipated RFP release date is August 15, 2019, with proposals due on the date specified in the RFP.

The contract performance will take place in cislunar space for delivery of supplies to the Gateway platform between the Earth-Moon Lagrange points from 2019 to 2025. Offerors must propose to deliver pressurized and unpressurized cargo using logistics vehicles launched on commercial launch vehicles to resupply the Gateway at least annually over the five year base period and one five year option period.

The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue the Request for Proposal (RFP) for Gateway Logistics Services (GLS).
GLS will provide logistics resupply capabilities to and from the Gateway. The Gateway is a part of a strategy to affordably extend human exploration beyond low Earth orbit to the vicinity of the Moon while simultaneously demonstrating technologies and capabilities needed for even more ambitious follow-on human exploration missions to the Lunar surface and beyond. The Gateway will be developed via an assembly of elements in cislunar orbit that will provide a platform to conduct a meaningful series of capability demonstrations to enable future exploration efforts as well as utilization. The Gateway will offer power and propulsion, habitation space, docking, and logistics supply capabilities. The logistics modules component will be used to provide the Gateway supply services sought in this GLS procurement.
This is a full and open procurement.
The NAICS Code and Size Standard are 481212 and 1500 employees, respectively. The anticipated release date of the RFP is on or about August 15, 2019. The firm date for the receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency. This synopsis is not a solicitation, the Government is not requesting proposals at this time, and this synopsis should not be construed as a commitment by the Government. The solicitation and any documents related to this procurement will be available on FBO.gov. It is the Offeror's responsibility to monitor FBO.gov for the release of the solicitation and amendment (if any). Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
