The scope of the Gateway Logistics Service has been updated to include, “science and utilization,” with accommodation for, “crew performing work inside the Logistics Vehicle,” while docked to the Gateway. Updates have been made to the SOW and Requirements to be consistent with this additional scope of work.

The requirement for Program Management Review has been updated from once per year to, “at least twice per year,” and two additional requirements have been added to the PMR to, “describe extensibility of vehicle capabilities (including the Contractor’s ability to deliver other Elements of Gateway),” and to, “describe contemplated and implemented changes to the launch and logistics vehicles in sufficient detail for NASA to determine if the changes constitute a Common GLS Configuration Change.”

The scope of the NASA requirements for Preservation of the Space and Lunar Environments has been limited to the vicinity of the Moon and Earth-Moon Lagrange points. It is noted that Orbital Debris requirements for spacecraft and launch vehicle stages outside the lunar sphere of influence or the vicinity of an Earth-Moon Lagrange point fall under the authority of the FAA. DRD GLS-007, Orbital Debris Assessment and End of Mission Plan, has also been updated to reflect this change.
Attachment 01, GLS SOW / 3.7.1.6
Probabilistic Risk Assessment (PRA), has been added to address the GLS Contractor support and delivery of required information for the Gateway Program to perform PRAs for Gateway. DRD GLS-006, Safety Data Package (SDP), has also been updated with additional data deliverables to reflect this change.

Change Affected Documents / Sections Cargo accommodation requirements have been changed. The Level 3 Cargo Requirements and the SOW, section 4.1.1.3 (previously section 4.1.1.2.1), have been updated to state that the Contractor shall accommodate active payloads as Middeck Locker (MDL) or MDL-equivalent payloads (with or without equivalent structural mounting) and passive cargo in Cargo Transfer Bags (CTBs) or in an alternative passive cargo stowage system. A note has also been added to this section of the SOW, to reference typical ISS cargo packing density for CTBs.

The SOW (subsection 4.1.1.4, previously Section 4.1.1.2.2) has been updated to add the statement, “in order to optimize the cargo delivery service, the contractor may propose an alternative cargo stowage system to increase packing and Gateway operational efficiency.” The Requirements document has also been updated to reflect this change.

The SOW, subsection 4.1.1.7 (previously Section 4.1.1.3) has been updated to clarify that the, “remaining passive cargo will be handed over at no later than the latest time defined in the Cargo hand-over load schedule in the GLS Space System Architecture contract attachment.” The minimum requirement for Cargo and Payload Late Load Capability has been removed. The RFP has been updated to state that, "solutions with final pressurized and unpressurized cargo handover and stow timeline events closer to launch may be rated more favorably if it is determined to be advantageous to the Government."

Subsection 4.1.3.5 has been updated to establish the unpressurized payload thermal environment requirement; reference to SSP 50833 has been removed. The section has also been updated to clarify that this requirement only applies to the transit phase of the mission.

Added requirements for external/unpressurized payloads that are intended for handling by the Gateway Extravehicular Robotics (EVR) System. Reference to applicable EVR interfaces (SORI & LORI) and reference to additional applicable EVR requirements contained in CSA-GWY-ID-0001, Gateway Extra-Vehicular Robotics Interface Requirements and Definition Document, are provided.

Unpressurized Cargo Physical Integration has been reduced to two cases (instead of three) for unpressurized cargo physical integration. Case 1 applies only to permanently mounted cargo that is not intended for EVR interaction; Case 2 applies to cargo that is intended for handling by the Gateway Extravehicular Robotics (EVR) System, and includes reference to applicable EVR interfaces (SORI & LORI) and additional applicable EVR requirements contained in CSA-GWY-ID-0001.
