Place of performance is Pineville, Louisiana. The scope requires furnishing all labor, supervision, materials, equipment, transportation, permits, testing, programming, startup, owner training, warranties, removal and disposal of existing equipment, surge protection, electrical connections, commissioning, and incidentals to replace the existing gate operator and safety devices and restore the system to full operation. Work must be completed within 30 calendar days after issuance of Notice to Proceed, with a delivery date of September 1, 2026.

The Government requires installation of a LiftMaster Elite Series Model CSL24UL 24-volt commercial-grade automatic slide gate operator rated for a maximum gate weight of 1,500 pounds and gate travel distance of 50 feet. The gate opening is 25 feet. The contractor must install one closing-path photoelectric safety beam and one opening-path safety edge as the only external entrapment-protection devices, furnish and install a UL-listed commercial-grade surge protective device, perform all necessary electrical work, conduct complete operational testing demonstrating ten consecutive operating cycles without malfunction, and provide on-site owner training covering normal operation, manual operation, emergency release, basic troubleshooting, and routine maintenance. All materials must be new, commercial-grade, and free from defects with OEM traceability; contractors must furnish a Certificate of Conformance per FAR 52.246-15. A minimum one-year workmanship warranty plus manufacturer's standard equipment warranty is required.

Source selection is Lowest Priced Technically Acceptable (LPTA). Evaluation will be based on technical approach, fair and reasonable pricing, and acceptable or neutral past performance. Prevailing wage rates apply under the Service Contract Act for Grant and Rapides Parishes, Louisiana, ranging from $9.68 to $58.88 per hour depending on classification, with fringe benefits of $5.55 per hour health and welfare.
