About this file
This is a Questions and Answers document for RFQ 12444026Q0141, an August 2, 2026 solicitation for automatic gate operator replacement and installation at the Alexandria Forestry Center in Pineville, Louisiana (2500 Shreveport Highway, Hwy 71, LA 71360).
The Government requires installation of a Lift Master Elite Series Model CSL24UL gate operator to replace existing equipment. The gate dimensions are 25 feet opening with 38 feet total length. Work must be completed within 30 calendar days from Award and Receipt Order (ARO). The existing gate panel, track, rollers, guide assemblies, chain, posts, and physical structure are serviceable and outside replacement scope except for operator-related mounting hardware. The contractor must retain and integrate the existing keypad and pedestal; existing exit and safety loops are to be reused. The system requires one closing-path photoelectric safety beam and one opening-path safety edge as the only external entrapment-protection devices. Exit-side gate activation is via remote transmitter. Electrical service is currently in place. The solicitation is a Total Small Business Set Aside with source selection via Lowest Priced Technically Acceptable (LPTA). Quotations must include completed SF1449 (page 1), Schedule of Items (page 2), firm-fixed price, technical approach, equipment models with cut sheets, surge-protection specifications, warranty information, and OEM traceability documentation for the operator only. Quotations must be emailed as PDF to richard.kandrach@usda.gov. Technical questions should be directed to robert.wilson3@usda.gov and contracting questions to richard.kandrach@usda.gov. The Government will document the CSL24UL specification as basis for evaluation under FAR Part 25 and does not require additional steps from offerors regarding Buy American treatment; however, if manufacture is confirmed outside the United States, offerors must list it as a foreign end product on FAR 52.225-2 certificate. Pre-quote site visits are available by contacting the Contracting Officer's Representative (COR) between 8:00 a.m. and 4:30 p.m., Monday through Friday. Work hours are 0800-1630 and the gate may be closed during installation if needed. No Louisiana-specific licensing or permits are required. The contractor is responsible for reasonable replacement and reconnection of all electrical components.
