About this opportunity
The Department of the Air Force Special Operations Command is seeking to procure engineering services and equipment replacement for the gate barrier system at Cannon Air Force Base's main gate. The project involves replacing five obsolete Modicon M238 PLCs with modern Allen Bradley MicroLogix 1400 PLCs that are compatible with existing Global Grab electrically actuated Delta TT205 barrier retrofit kits. The contractor must engineer and revise PLC programs, install new components in all five wedge barrier control panels, conduct on-site debugging and testing, and provide revised electrical drawings within four weeks of project completion. A field engineer will be required to travel to Cannon AFB to perform installation, testing, and turnover activities, as well as provide troubleshooting training to 27th Special Operations Civil Engineering Squadron personnel. The solicitation was posted on September 15, 2025, with responses due by September 22, 2025.
This opportunity is designated as a Total Small Business set-aside under NAICS code 561621 for Security Systems Services. The project requires procurement and installation of five MicroLogix 1400 PLCs with 16 inputs and 16 outputs for both inbound and outbound lanes of the base's main gate, specifically three inbound lanes and two outbound lanes. Work will be performed at Cannon Air Force Base in Clovis, New Mexico, during normal duty hours with potential after-hours testing as required by the Security Forces Squadron. The existing system consists of hydraulic Delta Scientific TT-205 wedge barriers that have been retrofitted with Smith and Wesson electronic actuator systems, and the replacement must maintain compatibility with existing Moog servo-controllers and preserve all current peripheral operations including warning lights, position indicators, and emergency buttons. The government emphasizes minimal modifications to the existing system configuration while ensuring forward compatibility and future system availability.
Notice text
The PLCs for the barrier system at Cannon AFB, main gate are inoperable. 27 SOCES are looking to engineer and revise PLC programs in the currently installed M238 MOOG PLCs to retrofit them to work off modern MicroLogix software to overcome the obsolete MODICON PLCs. Once the new programs have been revised and installed on new MicroLogix PLCs, a Field Engineer will be needed to travel to the customer's site, Cannon AFB, to install the new components in all 5 wedge barrier control panels. Once the new PLCs and I/O modules have been installed, the Field Engineer will begin the debug process to ensure that the new control system operates properly. A final test and turnover will be done prior to departure from the site. Within 4 weeks after the project is complete, the vendor's Engineers will provide revised electrical drawings that will be submitted to Cannon AFB point of contact.
