About this opportunity

The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) issued Request for Information (RFI) ACC-APG-GAS-2026-0001 to conduct market research for suppliers of compressed, specialty, and custom-blended gases required for mission-critical testing activities supporting Army modernization and readiness. The Army Test Center (ATC) seeks reliable sources capable of providing 40 individual specialty gases and 2 multi-component gas mixtures with specific technical specifications, including purity grades classified as Primary, Certified, or Certified Plus, and EPA Protocol grade for specialized mixtures. Respondents must demonstrate full compliance with Federal Acquisition Regulations, including FAR 52.204-25 regarding prohibition on certain telecommunications and video surveillance services or equipment. The RFI is for market research purposes only and does not constitute a commitment to award a contract; however, responses should address company information, capabilities statements, Section 889 compliance regarding covered telecommunications equipment, past experience with the Department of War or federal government agencies, and cylinder management processes including rental and demurrage structures. The deadline for submitting questions is 9:00 AM EDT on February 26, 2026, and responses must be submitted by 3:00 PM EDT on March 3, 2026, with responses limited to a maximum of five pages to be sent via email to Contracting Officer Tanya D Buttner.

This procurement carries no set-aside designation and does not identify any current incumbents or contract values. The RFI specifies that individual gases must be supplied in 150-200 cubic foot aluminum or nickel-plated steel cylinders with concentrations ranging from 10 ppm to 25% with nitrogen as the primary balance gas, while multi-component mixtures require specific blends such as a CEM Mix containing oxygen, carbon dioxide, carbon monoxide, and nitrogen dioxide, and an FTIR Mix containing carbon dioxide, carbon monoxide, nitric oxide, and sulfur dioxide with 5% blend tolerance and 1% analytical uncertainty. Estimated initial quantities are minimal, ranging from 0-2 cylinders per gas type, with annual requirements projected at 1-3 cylinders per type, indicating this is a specialized, mission-critical supply arrangement rather than a high-volume procurement. Potential suppliers should be prepared to manage cylinder logistics including rental programs and demurrage structures as part of their service delivery model.
