About this file

This is a Request for Information (RFI) issued by the U.S. Army Contracting Command – Aberdeen Proving Ground for market research purposes to identify potential suppliers of compressed, specialty, and custom-blended gases for the Army Test Center (ATC). The RFI does not constitute a solicitation for proposals or commitment to award a contract. The Army seeks suppliers capable of providing a reliable supply of various gases required for mission-critical testing activities supporting Army modernization and readiness at Aberdeen Proving Ground, Maryland. Responses are requested by 3:00 PM EDT on March 3, 2026, with questions accepted through 9:00 AM EDT on February 26, 2026. Responses should not exceed five pages and must be submitted via email to Contracting Officer Tanya D Buttner at tanya.d.buttner.civ@army.mil.

The RFI identifies 40 individual specialty gases and 2 multi-component gas mixtures with specific technical requirements detailed in Tables 1 and 2. Individual gases are requested in 150–200 cubic foot aluminum or nickel-plated steel cylinders with concentrations ranging from 10 ppm to 25% and balance gas primarily nitrogen, with mixture grades classified as Primary, Certified, or Certified Plus. Multi-component mixtures include a CEM Mix (oxygen 25%, carbon dioxide 5%, carbon monoxide 1%, nitrogen dioxide 500 ppm) and FTIR Mix (carbon dioxide 1%, carbon monoxide 5000 ppm, nitric oxide 250 ppm, sulfur dioxide 50 ppm), both EPA Protocol grade with ±5% blend tolerance and ±1% analytical uncertainty. Estimated initial quantities range from 0–2 cylinders per gas type, with annual quantities ranging from 1–3 cylinders. Required response topics include company information, capabilities statement, Section 889 compliance regarding covered telecommunications equipment, past experience with Department of War or federal government agencies, and cylinder management processes including rental programs and demurrage structures.

REFERENCE RFI NUMBER: ACC-APG-GAS-2026-0001

ISSUE DATE: 20 February 2026 NAICS CODE: Potential of either 325120 (Original Manufacturer) or 424690 (Merchant Wholesalers / Distributors) PSC CODE: 6830 (Gases: Compressed and Liquefied) PLACE OF PERFORMANCE: Aberdeen Proving Ground, MD 21005

1.0 INTRODUCTION & PURPOSE

This is a Request for Information (RFI) for market research purposes only. This is not a solicitation for proposals, a request for quotations, or an invitation for bids. This RFI does not commit the U.S. Government to award a contract now or in the future. The Government will not pay for any information or administrative costs incurred in response to this RFI.

The Army Test Center (ATC) is conducting market research to identify potential sources capable of providing a reliable supply of various compressed, specialty, and custom-blended gases required for mission-critical testing activities. The purpose of this RFI is to identify suppliers who can meet the technical requirements detailed herein and who are in full compliance with all U.S. Federal Acquisition Regulations, including FAR 52.204-25, "Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment."

2.0 SCOPE OF REQUIREMENTS

The ATC requires a consistent and reliable supply of gases for ongoing testing and evaluation programs supporting Army modernization and readiness. The required gases are detailed in the two tables below. Respondents should indicate their capability to provide gases of similar type, grade, and complexity.
