About this opportunity
The Department of the Navy Naval Sea Systems Command is conducting market research to identify potential contractors for preventive maintenance services on six Turbine Marine 1MW Generators located at the Pearl Harbor Naval Shipyard Detachment in Guam. The sources sought notice seeks capability statements from organizations that can provide comprehensive generator maintenance, including three annual service visits, on-site technician training, and detailed maintenance reporting. The government will evaluate potential contractors based on their ability to provide services consistent with the scope of work, demonstrate corporate financial and technical resources, implement effective project management, and comply with performance-based service acquisition standards. Interested parties are invited to submit responses by May 9, 2025, at 3 P.M. Hawaii Time, with submissions to be emailed to specific Navy point of contact email addresses. The market research will help determine whether the procurement will be set aside for small businesses or conducted through full and open competition.
The pre-solicitation notice does not specify a specific set-aside designation, indicating flexibility in the procurement approach. The Performance Work Statement requires the contractor to provide a manufacturer-trained certified technician who will conduct three 8-hour training sessions and perform comprehensive generator maintenance at Building 4436PP in Guam during normal business hours. While no specific award value is mentioned, the contract involves detailed services including operational tests, filter and part replacements, system backups, load testing, and generator inspections. The work requires all replacement parts to be new, and the contractor must provide maintenance reports within five business days of service completion with a one-year warranty on performed work. The contract is classified under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, and the government is open to potential multiple awards based on the market research responses.
