About this opportunity
The Department of Energy's Ames Laboratory seeks compressed scientific gases, liquid nitrogen, and liquid helium on an as-needed basis through firm fixed-price purchase order award, with proposals due July 21, 2026 and questions due July 2, 2026. This is a full and open competition with single award anticipated.
Place of performance is Ames, Iowa 50011, with delivery to either the Laboratory Warehouse at 2437 Kooser Drive or Spedding Hall Dock at 2416 Pammel Drive. The procurement spans 40 distinct product line items including argon, helium, nitrogen, hydrogen, oxygen, carbon dioxide, specialty gas mixtures, and bulk liquids in estimated annual quantities ranging from 1 to 400,000 units depending on product type. The NAICS code is 325120, Industrial Gas Manufacturing, with a small business size standard of 1,200 employees.
Suppliers must deliver within one week of purchase order receipt, with expedited delivery within one calendar day available upon request. Deliveries up to twice weekly are provided free of charge with 20-minute advance notice. The supplier must provide an e-commerce website for order placement, automatically replenish Laboratory-owned cylinders, furnish leak-free cylinders, manage valve replacements and hydrostatic testing, provide training and barcode tracking software with two scanners, and handle bulk nitrogen and helium delivery during non-business hours (6 p.m. to 6 a.m.).
Award selection uses Lowest Price, Technically Acceptable (LPTA) criteria, with technical acceptability and safety/quality assurance questionnaire approval as non-cost factors. Offerors must register in SAM.gov and submit representations and certifications; those with estimated costs of $10,000 or more must provide full certification packages and W-9/W-8 forms. The anticipated award date is August 6, 2026. The base performance period runs October 1, 2026 through September 30, 2027, with four unilateral option years available through September 30, 2031. Pricing is firm fixed with economic price adjustments permitted up to 8 percent of the original unit price with justification.
