About this file
This is a Statement of Work (SOW) for the Ames Laboratory's procurement of compressed scientific gases, liquid nitrogen, and liquid helium on an as-needed basis for fiscal year 2026.
The Supplier must provide a comprehensive range of gas cylinders and liquid products including argon (HP, UHP, and industrial grades in multiple sizes), helium (industrial and UHP grades), nitrogen (industrial and UHP grades), hydrogen, oxygen, carbon dioxide, air, propane, specialty gas mixtures, and bulk liquid nitrogen and helium. The preliminary inventory list specifies 40 distinct product line items with estimated annual quantities ranging from 1 to 400,000 units, depending on product type (cylinders measured in CYL, dewars in DEWAR, packs in PK, and bulk in SCF). The Supplier must deliver products within one week of purchase order receipt, with expedited delivery within one calendar day available upon request. Deliveries occur free of charge up to twice weekly on pre-arranged days to Ames Laboratory's Warehouse at 2437 Kooser Drive, Ames, Iowa 50011, with 20-minute advance notice required. The Supplier must provide an e-commerce website for order placement, automatically replenish Laboratory-owned cylinders, ensure cylinders are leak-free prior to delivery, and furnish delivery tickets including BPA and PO numbers, date, description, and barcode numbers. The Supplier shall also provide free training, software with barcode capability, two scanners for tracking and demurrage billing, and manage valve replacements and hydrostatic testing for both Supplier-owned and Laboratory-owned cylinders at rates specified in the proposal. Demurrage applies only to non-Laboratory cylinders. For bulk nitrogen and helium, delivery must occur during non-business hours (6 p.m. to 6 a.m.) with packing slips documenting product levels before and after filling. Quality and quantity inspection occurs at origin with acceptance at destination, requiring Laboratory acceptance upon delivery.

“Gas Cylinders & Liquid Nitrogen / Helium”
The Ames Laboratory (referred to as “Laboratory”) conducts fundamental and applied research that helps the world to better understand fundamentals of chemistry, physics, and materials science. The Laboratory translates that knowledge into new and unique materials, processes, and technologies that advance the nation’s energy and economic competitiveness and enhance national security. To facilitate this work effort, the Laboratory requires a reliable source of high-quality compressed scientific gases, as well as liquid nitrogen and liquid helium.
The objective of this Statement of Work is to procure gas cylinders and liquid nitrogen and helium on an as-needed basis and to procure materials that are the highest purity, quality, and quantity requested. It is imperative that the Supplier(s) meet the Laboratory’s requirements and expectation, as outlined below.
The Supplier shall provide all personnel, equipment, tools, materials, management, operations, supervision, other items and logistic support as defined in this SOW for delivery and removal of gas cylinders, and liquid nitrogen and helium. The Supplier shall provide to the Laboratory the type and size of the compressed gas cylinders, dewars, and liquid nitrogen / helium as listed below on an as-needed basis.
(Please Note: Below is a preliminary list of gases and liquid nitrogen. As the work effort advances over time, gases may be added or removed)

• Supplier shall automatically replenish the Laboratory owned cylinders. As the Laboratory cylinders are sent empty to the Supplier, they shall be refilled and returned on an automatic and immediate basis.
• Products shall be delivered within one week of receipt of the Purchase Order Release.
• Expedited product deliveries may be required depending on urgent needs to meet Laboratory demands. When the Laboratory requests an expedited delivery, the Supplier shall deliver within one (1) calendar day of receiving an order unless otherwise negotiated.
• Prior to delivery, the Supplier shall ensure that none of the cylinders are leaking.
• Cylinder deliveries are to be made to Ames Laboratory’s Warehouse at 2437 Kooser Drive, Ames, Iowa, 50011.
• Supplier will provide company-owned, privately owned, or rental vehicles for transportation. Supplier vehicles must be properly insured to be driven on the Ames Laboratory site in accordance with the insurance requirements stipulated in Appendices C & D – Commercial Items and Services Terms and Conditions and its updates.

Demurrage rates on Supplier owned cylinders shall be quoted in the proposal. The cost to Ames Laboratory associated with hydrostatic testing and replacement valves must also be clearly set out in the proposal.
• The Supplier shall only provide the specific types and sizes of cylinders ordered; substitutions will not be accepted unless authorized by Ames Lab Procurement.
• Quantities of gas cylinder purchases under this BOA will vary by purchase order/release and are dependent on the internal Laboratory demand.
• Supplier will manage re-filling the bulk nitrogen tank as required to ensure a usable quantity of nitrogen is in the tanks at all times.
• Supplier will manage re-filling the bulk helium tank as required to ensure a usable quantity of helium is in the tanks at all times.
Inspection and Acceptance:
Inspection for quality and quantity determination shall be at origin and acceptance shall be performed at destination. Supplier is required to obtain Laboratory acceptance of quantity upon delivery.
