About this opportunity

The United States Coast Guard is conducting market research to identify qualified sources for providing administrative and technical support services for the Gas Carrier Inspector Course (GCIC). The procurement seeks a contractor capable of delivering up to three one-week (five business day) training courses annually for Coast Guard personnel focused on liquefied gas carrier inspections. Key contract requirements include developing comprehensive course curriculum, providing student and instructor guides, reference materials, and a cargo/vessel simulator, with instructors possessing maritime training experience and technical expertise in liquefied gas carriers. Interested companies must submit detailed capabilities information by March 27, 2025, including company name, UEI number, point of contact, and business size. Companies can submit questions via email to Brenda Taylor and Kenechukwu Anakor no later than March 18, 2024, at 2:00 pm Eastern.

The procurement is classified under NAICS Code 611430 for Professional and Management Development Training, with a small business size standard of $15M and no specific set-aside designation. The contract will be a fixed-price arrangement with a five-year performance period, requiring the training facility to be located in the continental United States near a major airport. The course will accommodate up to 25 Coast Guard personnel per session, totaling approximately 75 personnel trained annually. While specific award value is not explicitly stated, the comprehensive requirements suggest a significant investment in specialized maritime training infrastructure and curriculum development. The government will provide Coast Guard subject matter experts to teach portions of the course, with the contractor responsible for all other aspects of course development, delivery, and evaluation.
