Place of performance is Riverdale, North Dakota 58565. The contractor must provide a crane capable of lifting approximately 30,000 pounds, lowering approximately 33,000 pounds, and overcoming friction loads of approximately 41,000 pounds. The operating deck load limit is capped at 76,832 pounds gross weight (based on Terex RT 555-1 benchmarking), subject to USACE Structural Engineering approval. Maximum horizontal operating radius is 14 feet 6 inches from crane center, with the lifting hook required to travel below water surface. Work on Unit 2 and Unit 3 will be consecutive, approximately one week each (six workdays per unit), with expected performance May 2027 through June 30, 2027. Hours of operation are 6:00 AM to 4:30 PM Monday through Friday, excluding federal holidays. The contractor bears all costs of mechanical failure or downtime.

The contractor must submit crane operator certifications per EM 385-1-1 Chapter 16, an Accident Prevention Plan (ENG Form 6293), a lift plan per EM 385-1-1 Section 16-7, an Activity Hazard Analysis, suspicious activity reporting training documentation, and E-Verify employment verification for all personnel. Portable secondary containment is mandatory when refueling on the operating deck. All work must comply with EM 385-1-1 (2024 edition) safety standards. Contractor personnel must comply with security requirements including potential NCIC-III and Terrorist Screening Database vetting. Prevailing wage rates apply per Wage Determination WD 2015-5383.

The NAICS code is 238990 (All Other Specialty Trade Contractors); PSC is K099 (Modification of Equipment—Miscellaneous). Evaluation weighs technical factors (proposed crane company and specifications), past performance (minimum three project examples from the past two years with verifiable references), and price at approximately equal weight. A mandatory site visit was held October 7, 2026; nine organizations attended the pre-bid conference.
